About The Position

The Connecticut Department of Energy and Environmental Protection (DEEP), Bureau of Outdoor Recreation is seeking to hire Protective Services Trainees within the Environmental Conservation Police (EnCon) Division, with the target class of Conservation Enforcement Officer. The EnCon Division has state-wide conservation law enforcement responsibilities and is made up of three unique geographical districts each managed by a district Captain and overseen by a Colonel. The mission of the Environmental Conservation Police is to provide natural resource protection and public safety through education, outreach, and enforcement in the areas of fish and game, boating, commercial fishing, wildlife management, parks and forests, recreational vehicles, search and rescue, K-9 Unit, Homeland Security and agency emergency dispatch center. The division has law enforcement responsibility over 255,000 acres of agency owned lands and waters that includes state forests, state parks, wildlife management areas and boating access areas. Additionally, the Division is responsible for the patrolling of designated conservation areas throughout the State of Connecticut to include shellfish beds and other environmentally sensitive areas, collaborates with other state and federal agencies to improve the Atlantic seaboard fisheries, and investigates boating accidents on state waterways. Consistent with our historical missions of hunting, fishing and boating enforcement, the Division is also responsible for criminal enforcement, emergency response and public safety patrols in our state parks and forests. Connecticut averages 11 million visitors per year in the state parks, forests, and campgrounds. Criminal activity of the same nature that occurs in every city and town in Connecticut also occurs in the state's parks, forests, and campgrounds. Officers also are significantly involved in Homeland Security missions in Connecticut and conduct port security checks as well as patrol public watershed properties as an anti-terrorism measure. The Division serves as the primary backup agency for the United States Coast Guard on Long Island Sound for search and rescue and is the only state law enforcement agency that routinely conducts waterborne enforcement patrols.

Requirements

  • Applicants must be authorized to work lawfully in the United States by date of appointment.
  • Applicants must have a High School diploma or General Educational Development (GED) certification prior to admission to the Connecticut Police Training Academy.
  • During the period as a Police Trainee candidates will be required to complete a course of training to include completion and graduation from the Connecticut Police Training Academy program or its equivalent.
  • Appointment to this class will be for a period not to exceed twelve (12) months. Provisional appointment will be made to the target class when formal training has not been completed after twelve (12) months as a Protective Services Trainee (Police). Appointment will be made to the target class after successful completion and graduation of formal training.
  • Applicants in this class must have reached their 21st birthday.
  • Incumbents in this class must possess and retain a valid Motor Vehicle Operator's license.
  • Incumbents in this class may be required to obtain and retain Emergency Medical Technician (EMT) or Paramedic certification.

Responsibilities

  • SECURITY: Members of the Division are expected to provide crowd control at various events and activities; monitor designated areas to ensure physical security and authorized access in order to prevent theft, trespass, vandalism or violation of state statutes or regulations; give direction and routine information to the public; participate in evacuation activities in event of fire, bomb threats or other potential disasters; may conduct cruiser or foot patrols; may conduct patrols by vessel or recreational vehicles as weather permits.
  • PROTECTION: Members of the Division are expected to provide traffic and/or crowd control; assess nature of further assistance needed and make timely and appropriate arrangements; may gather background information and provide threat assessments regarding high risk locations, safety of persons or property, biological or physical threats; may respond to emergency situations and provide CPR or first aid to injured parties; may transport or escort couriers with currency and prisoners; may assist in search for escaped patients or inmates; may assist State Police in investigation of major criminal acts; may be required to maintain building security and perform patrol duties at time of heightened alert level under Homeland Security procedures.
  • ENFORCEMENT: Members of the Division are expected to conduct enforcement specific to hunting, fishing, conduct boating enforcement on and off of the water, park regulations, vehicle offenses, parking violations, and may initiate and conduct motor vehicle enforcement consistent with their authority. Additionally, may initiate and conduct criminal and other investigations of crimes against persons, crimes against property, wildlife violations, suspicious activities or reports of incidents occurring within jurisdiction; may conduct on site investigations, question witnesses, arrest individuals at scene and issue summonses.
  • ADMINISTRATION: Members of the Division are expected to record information; apply for and serve arrest warrants; process paperwork on arrests and activity reports; arrange surety and non-surety bond payments or Written Promise to Appear (WPA); provide court testimony; conduct special programs, projects and services as required; may process arrested individuals including determining charges, fingerprinting, photographing, initiating National Crime Information Computer (NCIC) check, searching, removing and inventorying personal belongings and transporting arrested persons to lock up; may conduct various safety training, certification and/or recertification courses; may perform minor equipment repairs; may make public presentations regarding crime prevention and safety; may serve as a dispatcher; perform related duties as required.
