About The Position

The Public Affairs Manager, Data Analytics is responsible for leading and managing the Public Affairs research, analysis, and policy intelligence function. Reporting to the Asst Director of Public Affairs (or Territorial Director, as applicable), the role ensures that high-quality, timely, and policy-relevant intelligence informs government relations, advocacy, communications, and executive decision-making across the Territory. The position provides people leadership, functional oversight, and strategic analysis, strengthening The Salvation Army’s organizational readiness, credibility, and effectiveness in complex public policy environments.

Requirements

  • Willingness to develop an understanding of and support for the mission and purpose of The Salvation Army in Canada as it relates to the role.
  • Alternative combinations of education and experience may be considered.
  • Minimum 5 years’ experience in public policy, advocacy, research, or government-related roles.
  • At least 2 years’ experience managing staff, projects, or complex workstreams.
  • Strong knowledge of Canadian public policy and government processes, including experience analyzing legislation, regulations, and public policy documents.
  • Proven leadership, coaching, and collaboration skills, with experience managing teams and coordinating projects or special initiatives.
  • Excellent written and oral communication skills, with the ability to convey complex concepts to diverse audiences.
  • Strong organizational and time-management abilities, with experience managing multiple priorities and tight timelines.
  • Proficiency with Microsoft Office and technology for research, communication, and reporting

Responsibilities

  • Lead and coordinate policy research, legislative analysis, and issue monitoring to support territorial public affairs priorities and inform advocacy and government relations strategies.
  • Provide timely, evidence-based insights and maintain systems for horizon scanning and policy intelligence to support executive decision-making.
  • Supervise and support Public Affairs Analysts by setting research priorities, managing workplans and timelines, and overseeing performance and professional development.
  • Review and ensure the quality and accuracy of briefing notes, reports, presentations, and other analytical outputs.
  • Work with internal partners and public affairs leadership to support evidence-based messaging, public positioning, and government engagement planning.
  • Maintain collaborative relationships with policy analysts, sector partners, and working groups to support research and policy initiatives.
  • Monitor emerging policy, political, and reputational risks and provide early analysis and strategic advice to leadership.
  • Prepare briefing materials, background analysis, and scenario planning to support executive readiness and ensure accuracy in public affairs materials.
