The Illinois Office of the Comptroller is seeking applicants for the position of IT-Project Manager (Public Service Administrator). The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all. Major FunctionUnder general supervision, the Project Manager is responsible for the planning, execution, and successful documentation and completion of one or more projects at any given time. This includes managing the entire project lifecycle, leading the project team, and communicating with all stakeholders to deliver projects on time, within scope, and on budget. Additionally, the Public Service Administrator is responsible for ensuring adherence to departmental and agency policies, and may perform assignments that are highly sensitive or confidential in nature.

Requirements

  • Requires skill, and mental development equivalent to the completion of four (4) years of college with course work in Computer Science, Information Technology or directly related fields to this position which may include Business or Public Administration.
  • Requires three (3) years of administrative experience managing projects; or an equivalent combination of education and experience directly related to this position.
  • Requires proven experience in project management, people management, and risk management.
  • Requires strong leadership, strategic thinking, and decision-making capabilities.
  • Requires thorough knowledge of office programs and service objectives, activities and operational systems.
  • Requires understanding of project management methodologies and tools
  • Requires proficiency in basic computer programs and software, such as Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Outlook, SharePoint) and project management software (e.g. MS Project, Asana, Wrike, Jira)
  • Requires excellent written and verbal communication skills
  • Requires strong organizational and time-management skills
  • Requires the ability to work effectively both independently and as part of a team.

Nice To Haves

  • Prefers a PMP (Project Management Professional) certification or related certification.

Responsibilities

  • Project planning & execution:
  • Define project scope, goals, and deliverables.
  • Develop full-scale project plans and manage the project timeline and resource allocation.
  • Team leadership & management:
  • Lead and motivate the project mangement team to meet project objectives.
  • Delegate tasks and responsibilities to appropriate personnel.
  • Stakeholder communication:
  • Act as the primary point of contact for stakeholders.
  • Communicate project expectations, progress, and status reports effectively to team members and stakeholders.
  • Risk and quality management:
  • Proactively identify and manage project risks and issues.
  • Ensure project deliverables meet quality standards and business requirements.
  • Documentation & closing:
  • Ensure all project documentation is complete, current and stored appropriately.
  • Update or create policy and procedure and/or training documents.
  • Finalize and close out projects, including post-project evaluations.
  • Performs other related duties as required or assgned which are reasonably within the scope of duties.

Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
