About The Position

Noblis and Noblis ESI are expanding our teams of smart, collaborative, proactive experts and professionals. We are seeking personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission and Capability Support (MCS). DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. Within S&T, MCS is responsible for executing the DHS research and development (R&D) programs, projects, and activities within critical infrastructure. DHS S&T partners with the DHS Cybersecurity and Infrastructure Security Agency (CISA) to develop valuable resources for critical infrastructure owners and operators. This role will provide technical and project management support as part of a multidisciplinary team supporting the client's most vexing technical challenges to promote the security of the nation's critical infrastructure. We're seeking a versatile professional who thrives in dynamic environments and can seamlessly transition between diverse responsibilities. In this multifaceted position, you'll tackle technical challenges one moment and then pivot to coordinate project timelines, facilitate team meetings, and ensure deliverables stay on track. The ideal candidate is mission-driven, communicates effectively, demonstrates attention to detail, and engages teammates to proactively and creatively solve problems. This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed. Applicants must be able to regularly commute to Washington D.C.

Requirements

  • Bachelor's degree and 10 or more years of relevant experience
  • Advanced degree (Master's or Ph.D.) and 5 years of relevant experience
  • Experience, certification, and/or degree in an engineering/scientific discipline.
  • Applicants selected must be eligible to receive DHS Suitability and a Secret Clearance.

  • Demonstrated experience providing technical program management and analytical support to programs and projects serving DHS or other government agencies.
  • Interest in learning about and researching new technical areas; the right candidate will ask questions and seek to understand both technical and programmatic issues to apply to the project.
  • Attention to detail and service mindset.
  • Experience facilitating resolution of customer requirements/needs, including helping to identify and document capability gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
  • Experience in research and development.
  • Excellent written and communication skills.
  • Experience in critical infrastructure.
  • Demonstrated experience distilling complex topics, as well as developing and delivering briefings on technical topics.
  • Experience developing professional rapport and relationships throughout an organization.
  • Proven results-oriented, proactive problem-solving abilities.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Experience providing guidance, feedback, and consulting services to federal program managers.
  • Experience using Microsoft products, especially Word, Excel, PowerPoint, SharePoint, and Teams.
  • Active Security Clearance and DHS Suitability are preferred.

Responsibilities

  • Communicating technical information to non-technical audiences.
  • Developing and evaluating R&D roadmaps and strategy.
  • Evaluating the feasibility of technical approaches to problems and technology scouting.
  • Developing program reports, PowerPoint briefings, fact sheets, and read-ahead materials.
  • Analyzing and supporting the management of scope, schedule, and budget.
