About The Position

This position is located in the RCRA Federal Facilities Section of the Waste Management Division of the Bureau of Land and Waste Management. The individual will be responsible for performing reviews of engineering reports for the purpose of developing, implementing, and tracking the progress of the Department of Defense (DoD) Environmental Restoration Program (DERP) with respect to the Corrective Action requirements under the Resource Conservation and Recovery Act (RCRA), the South Carolina Hazardous Waste Management Regulations (SCHMR), and other State and Federal requirements. They will manage cleanup programs for active DoD facilities in accordance the DoD and State Memorandum of Agreement (DSMOA), as well as all applicable State and Federal policies and guidance and review engineering reports and permit applications for the purposes of permitting facilities that treat, store, or dispose of hazardous waste.

Requirements

  • A bachelor's degree in Engineering.
  • Engineering degree must be accredited by EAC/ABET, CEAB, and Programs Recognized in the ABET "Washington Accord" Listings or you must provide an approved equivalency letter from LLR. Uploading a copy of your transcript is encouraged.
  • Proficiency with Microsoft Office Products
  • Ability to communicate effectively verbally and through technical writing with colleagues, the regulated community, and the public
  • Ability to establish and maintain working relationships with staff, stakeholders, and the public
  • Ability to access non-traditional worksites
  • Local and overnight travel may be required
  • Must have a valid driver's license, 10-year driving record that complies with State and Agency Fleet guidelines, and the ability to drive a state vehicle

Responsibilities

  • Reviews and evaluates work plans, reports, and other RCRA/CERLCA documents related to corrective action at DoD facilities for compliance with the SCHWMR, Pollution Control Act, and other appropriate State and Federal requirements. Manages cleanup programs for active DoD facilities in accordance with the DSMOA, RCRA Corrective Action process, as well as all applicable State and Federal policy and guidance. Coordinates reviews from internal project team.
  • Reviews RCRA permit applications, closure plans, permit modifications, and other hazardous waste permitting documents.
  • Participates in meetings with DoD, EPA, stakeholders, the public, and other interested parties.
  • Tracks progress of projects and DoD facility compliance with deadlines established in regulations, Permits, and schedules within the DSMOA Cooperative Agreement and Joint Execution Plans, and performs administrative functions as required.
  • Organizes and conducts site visits to determine facility compliance with approved workplans, permit conditions, regulations, policy and procedures, and to assist in oversight of field activities.
