About The Position

The Reentry Job Developer serves as the primary liaison to the business community by planning, coordinating, and implementing employment opportunities for individuals with barriers to employment. This role builds and maintains a network of employers, expands access to job placements, develops paid and transitional work experiences, and establishes On-The-Job-Training opportunities aligned with designated workforce development programs.

  • Available to work flexible schedule to include nights, weekends, and occasional long hours.
  • Self-starter with excellent anticipation skills, follow up, dependability, and sense of urgency about getting results.
  • Ability to engage in prolonged sitting, standing and/or walking.
  • Ability to work well under pressure, adapt to unexpected events, prioritize and multitask in a deadline driven environment.
  • Ability to lift and/or carry objects weighing up to 10 lbs. frequently with occasional periods of lifting and/or carrying objects weighing up to 25 lbs.
  • Candidates for the Reentry Job Developer position must meet the following qualifications:
  • Associate’s degree in human services, Social Work, Criminal Justice, Workforce Development, Education, or a closely related field; OR High school diploma or GED with a minimum of four (4) years of progressively responsible experience in workforce development, reentry services, case management, or employment services for individuals facing barriers to employment.
  • PLUS Minimum of two (2) years of experience in job development, employment placement, workforce development, or human services.
  • Demonstrated experience working with justice-involved individuals, including individuals returning from incarceration or under probation/parole

Nice To Haves

  • Bilingual in Spanish is a plus.
  • Exhibit strong organizational, time-management, and prioritization skills, with the ability to work independently and collaboratively is a plus.

Responsibilities

  • Develop, cultivate, and maintain relationships with local employers willing to hire individuals with criminal justice involvement, with a focus on second-chance employment opportunities.
  • Conduct employer outreach through cold calls, site visits, job fairs, and networking events to identify job openings aligned with participant skills, interests, and readiness.
  • Match program participants to appropriate employment opportunities based on assessed employability, barriers, career goals, and labor market demand.
  • Prepare participants for employment by providing or coordinating job readiness support, including resume development, interview preparation, workplace expectations, and job retention strategies.
  • Collaborate closely with case managers, instructors, reentry partners/ PA CareerLink and other community based resources to ensure coordinated service delivery and participant success.
  • Serve as a liaison between employers and participants to address concerns, support onboarding, and promote job retention.
  • Educate employers on available incentives and supports, including bonding programs, tax credits, and ongoing post-placement assistance.
  • Contribute to measurable increases in participant outcomes, including job placements and retention rates, as well as increased employer and participant engagement in On-the-Job Training, Paid Work Experiences, and Transitional Work Experiences.
  • Track and document all employer contacts, job placements, and participant outcomes in required case management and data systems in accordance with funding and reporting requirements.
  • Enter data accurately and promptly into workforce management and reporting systems.
  • Ensure compliance with project regulations, performance measures, goals, and outcomes.
  • Conduct ongoing employer follow-up and satisfaction checks to monitor participant progress post-placement and provide follow-up support to promote retention and advancement.
  • Participate in program meetings, case conferences, and staff trainings as required.
  • Ensure compliance with all applicable program, funder, and organizational policies, including confidentiality and data security standards.
  • Prepare required reports, including job placement data and monthly activity summaries.
  • Represent the organization professionally in the community and promote the mission, values, and goals of the reentry and workforce development programs.
  • Perform related duties as assigned to support program operations and outcomes.
