About The Position

The Recruiting Manager is responsible for leading and executing a high-impact recruiting strategy focused on building and sustaining a best-in-class craft and professional workforce across Texas, Louisiana, and surrounding markets. This role requires a strong, field-oriented recruiting leader with deep industry connections, credibility with craft professionals, and a proven ability to support large-scale industrial and power generation projects. This position partners closely with operations, project leadership, and HR to ensure timely, compliant, and high-quality hiring outcomes while leading the recruiting team and driving regional workforce planning and pipeline development.

Requirements

  • 5+ years of progressive recruiting experience with significant focus on craft and field hiring; 3+ years in a leadership role
  • Demonstrated success recruiting skilled trades and field leadership in construction, industrial, power, or EPC environments
  • Proven experience supporting large, multi-state project workforces and regional labor markets
  • Established network and strong relationships within Texas, Louisiana, and surrounding craft communities
  • Strong understanding of craft labor markets, workforce mobility, compliance, and onboarding requirements
  • Experience using ATS platforms, recruitment reporting tools, and workforce planning systems
  • Working knowledge of industrial and power construction operations and project mobilization cycles
  • Proven ability to lead, motivate, and develop high-performing recruiting teams with strong field credibility
  • Decisive, solutions-oriented leadership style with the ability to balance urgency, quality, and compliance
  • Exceptional communication, negotiation, and relationship management skills
  • Ability to manage expectations, resolve workforce challenges, and operate effectively in fast-paced, project-driven environments
  • Passion for building sustainable craft pipelines and long-term workforce strategies

Responsibilities

  • Lead, mentor, and develop the PES recruiting team while serving as the primary recruiting partner to project leadership and operations
  • Build and maintain strong relationships with craft professionals, trade schools, training programs, unions (where applicable), and regional labor networks
  • Develop and execute regional sourcing strategies and maintain active pipelines for skilled trades, foremen, supervisors, and field leadership
  • Oversee full-cycle recruiting for craft, field leadership, and staff roles, including screening, interviewing, offers, and onboarding coordination
  • Establish and continuously improve standardized recruiting, onboarding, and workforce planning processes
  • Drive proactive workforce planning and requisition alignment in partnership with project and operations leadership
  • Implement innovative sourcing methods including field outreach, referrals, industry networking, and community engagement
  • Lead participation in job fairs, hiring events, and workforce development initiatives while strengthening PES’s employer brand
  • Ensure compliance with company policies, labor regulations, and hiring standards
  • Monitor recruiting metrics, pipeline health, and time-to-fill performance using ATS and reporting tools
  • Serve as a trusted advisor to hiring managers on recruiting best practices and market conditions
  • Support new hire orientation and onboarding in partnership with HR and project teams
