Job Summary Alaska Overview The Alaska segment primarily explores for, produces, transports and markets crude oil, natural gas and NGLs. We are the largest crude oil producer in Alaska and have major ownership interests in the Prudhoe Bay, Kuparuk and Western North Slope asset areas. Additionally, we are one of Alaska’s largest owners of state, federal and fee exploration leases, with approximately one million net undeveloped acres at year-end 2024. Alaska operations contributed 14 percent of our consolidated liquids production and two percent of our consolidated natural gas production. Position Overview The Regulatory Specialist – BLM/DOT (Bureau of Land Management/Department of Transportation) provides technical and regulatory leadership to ensure accurate hydrocarbon measurement and adherence to federal and State of Alaska regulatory requirements across North Slope operations. The role serves as the subject matter expert (SME) for BLM custody transfer measurement, flow measurement regulatory systems, and production accounting inputs that directly impact royalty reporting, regulatory compliance, and ConocoPhillips’ license to operate. They also serve as a DOT pipelines program coordinator for programs such as the Public Awareness Program (PAP) and the Drug & Alcohol Program (D&A). This position supports existing assets and new developments through design, installation, commissioning, startup, and handover phases, while acting as the primary interface with regulatory agencies. The role manages elevated compliance risk areas, including mismeasurement and regulatory audits, and ensures regulatory requirements are effectively translated into operational practices, preventative maintenance (PM) systems, and governance frameworks.

Requirements

  • Legally authorized to work in the United States
  • Bachelor’s degree or higher in a related field or equivalent regulatory experience
  • 5 or more years of flow measurement, allocation, and/or federal regulatory experience
  • Intermediate level written and verbal communication skills
  • Intermediate knowledge of Microsoft Office applications
  • Willing and able (with or without accommodation) to travel to the North Slope, domestically and internationally up to 10% annually

Nice To Haves

  • 1 or more years of experience with DOT pipeline programs
  • Advanced knowledge of Alaska State and federal regulations, with ability to operationalize requirements into regulatory applications, O&M (PM) systems, and commissioning/handover processes
  • Intermediate knowledge of relevant industry, regulatory codes, and standards
  • Intermediate knowledge of flow measurement, metering hardware, allocation, SAP, and SCADA systems
  • Intermediate knowledge of safe working practices in installation, commissioning, and operating phases of oil & gas facilities
  • Builds positive relationships based on trust and seeks collaboration across organizational boundaries to achieve goals

Responsibilities

  • Develop and submit agency notifications, sundries, and variance requests associated with measurement systems and operations
  • Coordinate and perform agency required inspections and witness points for measurement facilities and equipment
  • Work with Production Engineering and Revenue Accounting to ensure compliant reporting of production volumes
  • Ensure measurement PMs, verifications, and documentation are current, auditable, and maintained within SAP and associated systems
  • Represent ConocoPhillips during regulatory audits, meter proving activities, offsite calibrations, and factory acceptance tests
  • Update, maintain, and comply with DOT pipeline PAP
  • Be the BU SPOC for the DOT pipelines D&A and interface with Corporate to ensure compliance
  • Support Operations and Maintenance teams in troubleshooting measurement system issues and abnormal conditions
  • Review and validate run ticket adjustments, sampling results, and allocation inputs impacting production volumes and royalty reporting
  • Coordinate with Automation and SCADA systems to ensure reliable data capture and system integrity
  • Willing to perform North Slope position backfill coverage
  • Promote consistent application of measurement standards and regulatory requirements across assets
  • Identify continuous improvement opportunities to reduce compliance risk and enhance measurement reliability
  • Support knowledge sharing and training related to flow measurement, custody transfer, and regulatory compliance
