About The Position

Reporting to the Transmission and Substation Engineering Manager and Assistant Director of Transmission and Distribution (T&D) Engineering oversees the complete protection and control network to internal and external standards.  The position is responsible for reviewing settings, providing guidance and direction in P&C design and substation construction standards, and coordinating with supporting functions such as the Electric Utility’s Project Management Office (PMO), Materials Management, and the City’s Procurement Department. This role will also include duties outside of the typical P&C engineer that include but are not limited to physical substation design review, SCADA implementation and updates, remote terminal programming (RTU), procurement of equipment, maintenance oversight of substations and their equipment, and testing of equipment. The Protection and Control Engineer is responsible for ensuring system designs and upgrades include features designed to yield improved reliability of all equipment/systems for all the Lake Worth Beach Electric Utility’s Substation and P&C System. Additionally, this position will require technical knowledge and/or interest in digital applications for modeling, designing, and system improvement. The primary functions of this position will include protection and control. Still, they will also include knowledge of electrical behavior, troubleshooting, substation design, device coordination, SCADA upgrades, and changes, RTU changes and improvements, and specification creation and guidance.

Requirements

  • Bachelor’s degree in Electrical Engineering (BSEE) or related field preferred
  • Three or more years of successful experience in the design of Substations, P&C, and/or Automation Systems
  • Direct experience in the Electric Utility Industry or similar electric protection and control systems, and has relevant work experience in the engineering, construction, and operations, of Electric substation systems and/or components.
  • Must have a valid automobile Driver’s License

Responsibilities

  • Create/modify design documents and drawings for a project, including one-lines, three-lines, control schematics and wiring diagrams, relay panel arrangements and specifications, conduit and cable sizing/routing, and generating bills of material
  • Design auxiliary AC and DC power systems
  • Develop SCADA system and communications interfaces
  • Work with project team to fully develop system integration of protection, control, and monitoring systems
  • Perform basic calculations such as relay burden, voltage drop, and short circuit calculations
  • Perform relay coordination studies and prepare relay settings
  • Knowledge of protection principles and practices for transmission lines, distribution feeders, and major substation equipment
  • Knowledge and understanding of substation components and their functions
  • Knowledge of relevant codes and standards such as IEEE, ANSI, NESC, NEC, and NEMA
  • Participates in onsite substation design projects, project deliverables and activities
  • Provides technical review and design assistance to the Substation Department as required
  • Provides technical training and coaching as needed to other engineers or staff
  • Develops project objectives and plans conferring with management using Microsoft project and Excel.
  • Write and design specifications for equipment in cooperation with management
  • Performs design reviews for related items in P&C and Substation
  • Initiate and conduct purchasing activities for procurement of material as needed under manager supervision
  • Under the supervision of the department management, completes technical P&C, substation, and SCADA projects
  • Designing, implementing, and/or identifying periodic maintenance of substation equipment such as switches, transformers, sensing devices, capacitor banks, sectionalizing devices, and other smart equipment in coordination with the distribution group if needed
  • GIS and Modeling updates and studies in coordination with engineering staff
  • Attending meetings with management/and with contractors
  • Creating/Maintaining project schedules in cooperation with the PMO
  • Attends industry conferences, roundtables, and seminars as needed to ensure continued currency in best practices and industry trends
  • Contributes to team effort by accomplishing related results as needed
  • This person must be able to work collaboratively with other members of the City of Lake Worth Beach staff, technology providers, consultants, and contractors
  • Ability to work independently and as part of a team depending on the assignment or situation
  • Strong analytical and critical thinking, with the ability to identify opportunities that can improve efficiency
  • Ability to guide and mentor junior staff members in their development as valuable engineering staff members
  • Working knowledge of the planning, design construction, or operation of utility scale electric substation systems.
  • Working knowledge of preventive and predictive maintenance best practices
  • Coordinates and interfaces with other departments, construction, Transmission & Distribution (T&D), department planners, vendors, and contractors
  • Learns, interprets, adheres to and enforces company policies, i.e., Safety, Line Extension, and the National Electric Safety Code
