About The Position

Peraton is seeking a Release Train Engineer (RTE) to serve as the leader and chief facilitator for one or more Agile Release Trains (ARTs) supporting U.S. Customs and Border Protection (CBP) and activities in support of the CBP analytics and intelligence support program . The RTE drives continuous delivery of mission value by enabling alignment, flow, and transparency across cross-functional Agile teams. This role leads Program Increment (PI) execution, removes systemic impediments, promotes Lean-Agile and DevSecOps best practices, and partners with Product Management, System Architecture, and Program Leadership to achieve scope, schedule, budget, quality, and compliance objectives within a federal IT environment. Support will be provided across multiple mission locations: Ashburn, VA Sterling, VA Washington, D.C.

Requirements

  • Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA. 12 years with a HS Diploma/equivalent can be considered in lieu of a degree.
  • 5+ years of experience in Agile delivery leadership roles (RTE, Program Manager, Senior Scrum Master, or similar) within complex enterprise IT programs.
  • Demonstrated experience facilitating PI Planning and leading multiple cross-functional Agile teams.
  • Strong knowledge of SAFe, Scrum/Kanban, and DevSecOps practices.
  • Experience with Agile lifecycle tools (Azure DevOps, Jira/Confluence).
  • Exceptional facilitation, communication, and stakeholder management skills.
  • Ability to obtain and maintain required CBP suitability.
  • U.S. Citizenship required.

Nice To Haves

  • Bachelor’s degree in computer science, Information Systems, Engineering, or related field preferred.
  • SAFe RTE, SAFe SPC, SAFe SA/POPM, CSM/PSM, PMP, or PMI-ACP certification.
  • Experience supporting federal or regulated environments (e.g., DoD, civilian agencies).
  • Familiarity with RMF/ATO, FedRAMP, and ITIL/ITSM processes.
  • Experience with cloud and platform technologies (Azure, AWS, Kubernetes, Terraform).
  • Background in Value Stream Management and DORA metrics.

Responsibilities

  • Plan, lead, and continuously improve PI Planning, ART Sync, Scrum of Scrums, System Demos, and Inspect & Adapt (I&A) events.
  • Manage cross-team dependencies, feature sequencing, and risk tracking (ROAM).
  • Maintain and communicate the Program Board to ensure visibility of commitments and delivery timelines.
  • Optimize end-to-end flow using Lean principles (WIP limits, bottleneck analysis, queue management).
  • Champion DevSecOps practices (CI/CD, automated testing, security scanning, Infrastructure as Code).
  • Partner with Release Management to coordinate release planning, environments, and deployment readiness.
  • Align ART objectives to mission and business outcomes in collaboration with Product Management, Business Owners, and System Architects.
  • Communicate technical progress and risks in clear business terms.
  • Serve as the escalation point and communication hub across program and portfolio stakeholders.
  • Ensure adherence to Lean-Agile, SAFe, ITIL/ITSM, and program governance standards.
  • Track and mitigate risks, issues, and cross-team impediments.
  • Support audit, security, and compliance requirements (e.g., RMF/ATO, FedRAMP).
  • Define and monitor ART metrics including predictability, velocity, flow efficiency, lead/cycle time, quality, deployment frequency, and change failure rate.
  • Facilitate root-cause analysis and structured retrospectives; drive measurable improvement initiatives each PI.
  • Support capacity planning, forecasting, and WSJF prioritization with Product Management.
  • Coach Scrum Masters, Product Owners, and teams in Lean-Agile and SAFe practices.
  • Foster a culture of psychological safety, accountability, and continuous improvement.
  • Support onboarding, role clarity, and team development across the ART.
