About The Position

GovCIO is currently hiring for a Requirements Manager to support modernization efforts. This position will be located in Hampton, VA on Joint Base Langley-Eustis and will be a fully onsite position. We are seeking a Requirements Manager to work at the intersection of innovation and precision, ensuring every product and service we deliver is built on a foundation of clear and actionable, and well-managed requirements. This position is located at Langley Air Force Base, Hampton, Virginia.

Requirements

  • High School with 9+ years (or commensurate experience)
  • Clearance: TS/SCI
  • DoD 8140 IAT Level II certification (Security+ CE, CCNA-Security, CySA+,CND, )
  • Experience in developing and managing scope, objectives, and requirements
  • Familiarity with agile and waterfall methodologies
  • Proficiency with requirements management tools

Nice To Haves

  • Strong problem-solving and decision-making capabilities
  • Ability to prioritize tasks and meet project deadlines
  • Experience with DOD Networks (NIPR, SIPR, JWICS)

Responsibilities

  • Lead the requirements lifecycle; elicitation, analysis, documentation, and validation
  • Work closely with business stakeholders to ensure requirements reflect true business needs, and strategic objectives
  • Translate high-level concepts into detailed functional, non-functional, and technical requirements
  • Maintain a robust requirements management framework, including traceability matrices, baselines, and version control
  • Facilitate workshops, interviews and collaborative sessions to gather requirements
  • Collaborate with project managers, architects, developers, and QA teams to ensure alignment and clarity
  • Identify gaps, dependencies, risks and impacts associated with requirement changes
  • Support the development of user stories, use cases, workflows, and acceptance criteria
  • Ensure requirements adhere to regulatory compliance, and organizational standards
  • Serve as a communication bridge between technical and non-technical stakeholders throughout the project timeline
  • Excellent communication and interpersonal skills
  • Ability to work in a fast-paced environment
