About The Position

This vacancy is only open to 1) current permanent city employees serving in the Construction Project Manager civil service title or 2) on leave from the title or 3) candidates who are reachable on the Construction Project Manager civil service list, Exam# 3042. [Please indicate the exam# and your list# on your cover letter and resume.] NYC Parks is a design award-winning city Agency that builds and cares for public spaces for New Yorkers to connect, play and enjoy. These public spaces, encompassing over 5,000 properties, include boardwalks, historic houses, playgrounds and pools and Works Progress Administration (WPA)-era recreation centers. Resident Engineers are essential to the modernization of Parks' beloved public spaces and structures. Within the division of Citywide Technical Services (CWS) the Capital Team works in direct partnership with Parks leadership, and other City agencies, to assess, design and reconstruct facilities most in need of improvements. The Capital Unit at CWS strives for design excellence to support the City’s sustainability goals.

Requirements

  • 1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or 2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or 3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or 4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.
  • Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.
  • Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.
  • 5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.
  • 6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.

Responsibilities

  • Under general supervision, perform construction management work on routine reconstruction or oversee new construction projects involving varying levels of complexity for the Capital Projects Division.
  • Recommend change orders. Upon approval of recommendation, prepare change order packages for processing. May prepare cost estimates for change orders.
  • Monitor contractors’ day-to-day operations; review and/or inspect contractors’ work to ensure compliance with plans and specifications. Monitor compliance with site safety requirements. Identify and resolve field condition issues.
  • Write daily and weekly construction project reports and keep calculation books. Prepare cost projections.
  • Correspond with contractors and clarify construction issues. Review and approve contractor’s payment requisitions.
  • Schedule and run meetings. Maintain accurate records and write reports.
  • Assist in the monitoring of various contract administrative requirements such as prevailing wage requirements, insurance requirements, subcontractor submittals (including achieving the Minority/Women Business Enterprise subcontractor goals, Project Labor Agreements).
  • Approve contractors’ schedules and coordinate the work of various contractors, agencies and other third parties involved in the completion of projects.
  • Ensure contractors’ acquisition of required permits and approvals.
  • Work with design project managers in the process of shop drawing approvals, interpretation of documents and other design related issues.
  • Review and research contractors’ dispute claims and advise Borough Construction Directors on solutions.
  • Review and recommend approval of contractors’ request for time extensions. Make recommendations regarding the necessity for liquidate damages and other contract enforcement mechanisms, including defaults.
  • Ensure the formulation of punch lists and contractors’ completion of punch list items.
