About The Position

Chartiers Center is a private, non-profit corporation funded by state, county, third party insurances and private funds. Services include intake, referral, outpatient therapy, psychiatric assessment, service coordination, substance abuse treatment, training and social rehabilitative services, crisis intervention, partial hospitalization, community outreach, day, and recreational services for adults with intellectual disabilities, homeless outreach, and housing program. As a Residential Clinical Administrator with Chartiers Center, you will provide leadership and direction to the Recovery Support Service Line including the Residential Treatment Program, Acute Partial Hospitalization Program, Long-Term Structured Residence, and ID/A Day Programs and Community Participation Program.

Requirements

  • Master’s degree in human services or a related field, with at least three years of experience managing mental health programs in a social service setting.
  • At least two years as a clinician or providing direct care/support.
  • Demonstrated ability to manage multiple programs simultaneously with strong organizational and time‑management skills.
  • Excellent communication skills with the ability to guide teams through change and maintain a collaborative, supportive work culture.
  • Experience with financial oversight, including budget management and working within a fee‑for-service reimbursement structure.
  • Experience working with payers on issues related to medical necessity, quality standards, and payment requirements.
  • Strong understanding of regulatory compliance, corporate compliance principles, and policy adherence.
  • Exceptional writing skills with demonstrated experience in proposal development, RFP responses, clinical documentation, and HR‑related writing.
  • Proven ability to lead complex, high‑acuity clinical programs with flexibility, sound judgment, and adherence to clinical and regulatory standards.

Responsibilities

  • Develop, implement and revised policies, procedures and program models to ensure high quality, person-centered services.
  • Offer strong, supportive oversight to staff management functions including hiring, retention, coaching, performance evaluations, and staff development.
  • Apply sound human resources principals to maintain compliance, support employee relations and foster a positive, developmental and accountable work environment.
  • Provide general financial oversight for all programs, including budget development, monitoring of revenue and expenses, and managing services within a fee-for-service and third-party reimbursable environment.
  • Work constructively with payers to meet requirements for medical necessity, quality, documentation standards, and other payment related processes, ensuring alignment with contractual expectations.
  • Maintain high attention to and compliance with the Corporate Compliance Plan, regulatory standards, internal policies and industry best practices.
  • Demonstrate outstanding writing skills, including development of proposals, responses to Requests for Proposals (RFPs), high‑quality clinical documentation, and essential HR documentation.
  • Utilize data-informed decision-making to ensure operational efficiency, regulatory compliance, and program sustainability.
  • Flexibly and skillfully oversee complex clinical programs, supporting staff in navigating challenging situations and ensuring adherence to clinical best practices.
  • Participate in rotating on-call responsibilities to support Residential Treatment and Long-Term Structured Residence programs.
