Position Summary Responsible for the management of the Residential Department during assigned shift, including operations and supervision, to ensure student safety and accountability, staff oversight, and operations compliance. Functions as the Center Duty Officer and supervises center operations in the absence of the Center/Deputy Directors and Residential Manager during evening and weekend programming. Essential Functions Provide supervision, leadership, and guidance to the Residential Advisor staff. Ensures that Residential staff are meeting training requirements and are given the support and tools needed to be successful in fulfilling their dormitory duties. Must be flexible to provide coverage for absences as needed due to 24/7 operations of dormitory. Ensure strict accountability documentation requirements are followed by staff to account for students’ whereabouts during non-training hours through morning attendance checks (MAC), rollcall, nightly bed checks, and unauthorized absence (UA) checks in compliance with Job Corps Policy and Requirements Handbook guidelines. Maintain student filing system to include basic identifying information, emergency contacts, and written parental consent for minors for off center passes to approved destinations. Ensure files are secured, but accessible to authorized dormitory staff. Ensure all students departing from the dormitory each day have signed attendance rosters and that rosters are authenticated by authorized staff. Verify the accuracy of morning attendance checks recorded in the Center Information System (CIS) in collaboration with the Records department. Ensure student accountability. Monitor and control student movements between dormitories. Develop and implement group sessions to support student Career Success Standards skill development and ensure the staff is trained to facilitate groups. Implement and support PRH guidelines for student conduct to maximize student discipline, appropriate social engagement, program participation, and learning. Maintain inventory of dormitory supplies as budgeted. Distribute and order supplies as needed. Develop and implement dormitory incentive programs that promote the development of independent living skills, student credential achievement and student retention. Provide primary input for the recruitment of department staff for assigned shift; provide corrective action and progressive discipline as needed. Use discretion and judgement to resolve student issues to promote student retention. Verify and approve/disapprove assigned staff timecards and time off requests as appropriate. Orient, train and evaluate job performance of assigned Residential Advisors. Follow all healthcare guidelines in collaboration with medical staff and adhere to center protocols in managing emergency situations. Inspect dormitory areas daily to ensure compliance with policies for cleanliness, organization, and safety. Ensure staff participation in regular evaluations of student progress and case management meetings to provide input on social development, behavioral progress, and interventions as needed. Provide case note audits to ensure staff enter regular social development progress notes in the Job Corps Case Notes system using the RAP (Reason, Action, Plan) format. Ensure that confidential student information is not entered in Case Notes. Communicate with minor student guardian/parents as required to assure wellbeing and resolve issues. May utilize GSA vehicles to transport students to off-site learning and employment opportunities, appointments, and as needed for retrievals and other center-related needs. Provide on-call center support as warranted. Model positive behavior and a high level of conflict resolution skills at all times. Participate in department meetings and all mandated PRH and corporate training. Utilize information systems and handle student data in strict adherence to Job Corps and Strategix policies to protect student’s personally identifiable information (PII) and reduce network security threats.
