Be a part of something special! Responsibilities : Provide analysis, reviews, and recommendations in support of validation, prioritization, and approval of requirements and resources. In general, this requires extensive data mining and analysis and the ability to rapidly create reports and, where required, PowerPoint briefing charts. Support the development of investment and resourcing strategies for SS PEG programs. Plan, program, and budget for programs to include providing recommendations for funding of approved requirements, monitoring contracts and programs during execution years. Develop a comprehensive annual and FYDP funding strategy for assigned systems using established program requirements and approved facts and assumptions with regards to funding levels and present the strategy to leadership for approval. Conduct analyses and assist in the development of findings, conclusions, and recommendations relative to changes in priorities, funding, and execution of programs. Assess the impacts of changing resource levels (e.g.,Resource Management Decision (RMD)memoranda or Congressional marks) on assigned programs and within coordination rules in effect at the time of the tasking, provide the division chief a written assessment within four hours. · Develop draft program and system briefings for presentation to senior leaders. Attend meetings which address the resolution of critical system related issues and provide meeting minutes, EXSUMs, and information papers that keep track of all assigned action items. Maintain situational awareness regarding assigned programs, systems, and duties. Be prepared to provide an information paper within four hours that includes data elements pertaining to: system funding (current through end of POM period), quantities of available equipment(new production, depot production, cascade or redistribution, retrograde, or sustainment reset) current through end of POM period; approved fielding plan (and any known Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA ALT) or Army Command (ACOM) concerns), acceleration possibilities or challenges, ability to support future force concepts, ability to support un-forecasted increases in demand (e.g., "surge"), known ACOM concerns regarding fielding plans, issues regarding the program to include knowledge of: manufacturers and states within which the manufacturing takes place, impact of committee actions or marks for assigned system, or other known concerns. Assist in the development of budget justification documents, strategic communication plans, and maintain and update leader smart books (both electronic and hard copy where required). Assist with programming and defending requirements thru the POM/PPBE process. · The contractor shall provide analysis of programming data for the Program Objective Memorandum and BES build, program reviews. Contractor must have the knowledge of Army fiscal data elements, the purpose and relationship of the data elements to conduct the data analysis, manipulation of data for analysis and the capability to use Microsoft Office products to combine data, summarize and produce Excel products. This also includes the capability to pivot data, use basic formulas, transfer data tables, relate data tables based on common elements and develop presentations. The contractor shall be responsible for extracting data from Army systems and providing analysis of data and formulating displays of data from: cPROBE/cSUSTAIN, SLAMIS, Congressional Budget Justification Documents, Business system review data and the APMS. Data analysis. Combine data from different systems, matching records and values using Microsoft Access and Excel, assessing funding profiles against historical funding profiles, current profiles and identifying RDTE and Procurement profiles that are not executable. The contractor shall perform work set verification analysis at MDEP and root level to ensure balance in cSUSTAIN. This includes ensuring work sets that require a zero balance and those that require meeting a target value in SS PEG guidance. The contractor shall perform bill payer analysis to balance bills against bill payers across portfolios. This includes ensuring the justifications and impacts are sufficiently detailed to provide what is supported by the additional funding and the impact of the reductions in terms of procurement quantities, acceleration impacts, reduction impacts and impact on the operational force. The contractor shall perform analysis to identify deltas at KEY4 level in cSUSTAIN. This includes assessing the audits for new positions and identifying unplanned decrements and increases not submitted by the SS PEG in previous work sets and validation that work sets submitted were posted to cSUSTAIN. The contractor shall provide draft taskers based on G-4 tasking guidance for SS PEG and the FYDP Review for approval by G-4 government lead. The contractor shall assist G-48 RMP with performing data integrity checks. This includes ensuring records are complete for fiscal code. The contractor shall assist with quality control of POM deliverables, to include Portfolio briefings and reports of analysis. The contractor shall attend all POM and BES kickoff meetings, document decisions/guidance and track decisions through the established PPBE process and provide independent analysis of issues to determine corrective actions to improve policy, process, or data. The contractor shall assess Commanders Program Assessment (CPA) submissions, coordinate for IPRs with MDEP managers, develop briefing products and reports to support decision making and coordinate with portfolios for data entries and submissions in support of the Senior Review Group briefings.
