About The Position

Risk Consulting Manager Business Operations Manager 3 The Department of Administrative Services (DAS) is the backbone of Oregon state government, providing essential services that keep agencies running efficiently and effectively. From technology and finance to human resources and facilities, DAS ensures that government works for all Oregonians. We’re looking for a Risk Consulting Manager to lead our Risk Management Consulting Unit. This is your opportunity to shape enterprise-wide strategies that protect state resources, reduce risk exposure, and drive smart decision-making.

Requirements

  • Seven years of supervision, management, or progressively related experience; OR Four years of related experience and a bachelor’s degree in a related field.
  • Related experience and/or education must include property, liability and/or workers compensation program management or holding a technical position.

  • Employee is required to possess and maintain a valid driver’s license issued by the state where the employee resides.

Nice To Haves

  • Preference may be given to a candidate with a current Oregon Insurance Producer license in property and casualty.
  • Minimum of 5 years’ experience in one or more of the following areas: Managing or consulting within a property, liability and/or workers’ compensation program. Purchasing commercial insurance coverage for a large public entity or large corporation. Using your producer insurance license; selling commercial insurance to large public entities or large corporations.
  • Skilled in planning, and implementing risk management initiatives for property, liability and workers compensation.
  • Expertise with indemnity and risk transfer language within agreements, contracts and grants.
  • Strong analytical skills with ability to interpret complex data and translate insights into actionable strategies.
  • Demonstrated success in leading teams through clear communication, collaboration, and accountability fostering a positive and productive work environment.
  • Proven track record of building relationships and securing cooperation across state agencies and the State of Oregon legislature.

Responsibilities

  • Champion Risk Management: Lead the development of strategies to identify, assess, and mitigate risks related to property, liability and workers’ compensation exposures specifically related to state agencies.
  • Drive Enterprise Solutions: Lead enterprise risk solutions by assessing exposures and implementing risk control strategies across property, liability, and workers’ compensation programs to reduce Total Cost of Risk (TCOR) and achieve optimal outcomes.
  • Advise Leadership: Provide expert risk management consultations on property, liability and workers’ compensation issues, ensuring compliance with statutes, rules and policies in alignment with organizational goals.
  • Leverage Data: Leverage data from Risk Management Insurance Systems (RMIS) and other relevant sources, applying advanced analytics to support informed decision-making and drive improved outcomes.
  • Lead and Innovate: Manage a team of professionals, set priorities and define outcomes and foster an inclusive work environment.
