About The Position

The RTO Policy Analyst role is a high‑impact opportunity for candidates who want to apply advanced policy, economic, or regulatory analysis skills to the evolving electric grid. In this position, you’ll analyze key electric transmission policy issues—such as planning, cost allocation, reliability, and resource adequacy—across the Southwest Power Pool and other Regional Transmission Organizations (RTOs). You’ll research and interpret emerging policy changes, translate complex issues into clear insights, and support internal strategy discussions. The role offers increasing independence, including opportunities to contribute your own written and verbal advocacy as you gain experience. You will monitor RTO stakeholder meetings, track industry developments, and collaborate with internal teams from regulatory strategy, legal, planning, and operations to coordinate advocacy and help shape external regulatory environments. This position is a strong fit for candidates who want to influence energy policy, work with complex market governance structures, and contribute to decisions shaping the future of reliable and cost effective electric transmission in the U.S.

Requirements

  • Bachelor's degree or relevant, equivalent experience and/or education.
  • Minimum of two (2) years of experience as a Regulatory Analyst or similar responsibility required, with energy utility regulatory experience preferred; or graduate degree in Public Policy, Economics, Political Science or related field.
  • Ability to understand and interpret the effects of RTO Tariffs, business practice manuals and related policies on the Company.
  • Excellent verbal and written communications skills, including the ability to synthesize and convey complex and/or technical information clearly, concisely and effectively.
  • Excellent verbal and written advocacy skills required to elicit the support of internal and external subject matter experts on transmission policy issues.
  • Political sensitivity and related interpersonal skills necessary to successfully navigate complex RTO stakeholder committee and taskforce processes.
  • Emphasis on collaboration and coalition-building, with the ability to effectively and respectfully advocate on behalf of the Company.
  • Logical problem-solving skills and the ability to thoroughly research issues and analyze various types of information.
  • Ability to effectively work as part of internal and external teams.
  • Advanced knowledge of Microsoft Word, Excel, Outlook and PowerPoint.
  • Capable of working on multiple projects and tasks and completing the necessary work to meet time deadlines.
  • Ability to travel for Company business, including overnight stays, up to 25% of the time.

Nice To Haves

  • Experience with the Tariffs, business practices manuals and policies of the Southwest Power Pool, Inc. RTO and/or experience with the Federal Energy Regulatory Commission is also preferred but not required.

Responsibilities

  • Researches, analyzes, interprets and reports on RTO-related transmission policy issues and information to meet management requests for transmission policy-related information on a timely basis.
  • Provides regulatory business analysis support by interfacing with all Company departments and leadership, as needed, to summarize, discuss and clarify RTO-related transmission policy issues.
  • Supports Company advocacy efforts on RTO-related transmission policy issues by interacting with Company personnel, regulators, RTO stakeholders and staff, and customers.
  • Participates in RTO stakeholder committee and task force meetings to identify potential impact of RTO transmission-related policy issues on Company and engages in increasingly independent and autonomous written and verbal advocacy to protect and further the Company’s strategic goals.
  • Authors, maintains, organizes, synthesizes and disseminates RTO-related transmission policy information.
  • Organizes, prepares and participates in internal discussions and debriefs on RTO activities.
  • Coordinates closely with Company’s Regulatory Strategy, Tariff Pricing and Rates, FERC Policy, Federal Affairs and Legal groups.
