The Safety Program Manager provides safety leadership and support to assigned business units and contractors, ensuring adherence to company safety policies, standards, and procedures. They oversee and support safety and operational personnel, as well as contractor safety representatives, emphasizing safety culture, accountability, and knowledge across all work activities. Their responsibilities include monitoring operational efficiency, enforcing safety regulations, conducting inspections of company and contractor work sites, analyzing injury and incident reports (including contractor-related events), reviewing compliance history, and recommending process improvements. They plan and facilitate safety programs and training to minimize workplace hazards and ensure compliance with regulatory agencies for both employees and contractors. They develop professional expertise, apply company policies to resolve safety issues involving company and contractor personnel, and modify processes as needed to strengthen oversight and performance. They work on varied health and safety challenges, exercising judgment within defined procedures, and build productive relationships with internal stakeholders and contractors to resolve mutual concerns, provide professional safety guidance, and prepare reports for leadership review.

Requirements

  • Bachelor’s degree required; Engineering or Industrial Technology preferred
  • Minimum of 5+ years of related experience or prior safety work safety experience preferred
  • Strong business acumen pertaining to Utility industry
  • Willingness and ability to learn new technologies on the job
  • Strong planning and project management skills
  • Strong written and oral communication skills are required to develop presentations, analytical reports, technical correspondence, and lead teams.
  • Ability to observe and engage with employees and contract partners.
  • Skilled in analyzing and interpreting data to identify trends utilizing tools such as Microsoft Excel, Microsoft PowerBI, SAS, etc.

Nice To Haves

  • Professional Engineer with experience in safety data analytics and design process safety systems.
  • Certifications such as ASP, CSP, CSHO, COSS, CUSP, CIH or equivalent

Responsibilities

  • Champions a corporate culture that emphasizes transparency, integrity, safety, environmental responsibility, employee development, diversity and inclusion, customer service, and operational excellence.
  • Manage the implementation, maintenance, and validation of assigned safety and occupational health management system components.
  • Manage revision process, stakeholder groups, external vendors, and platforms for assigned management system components.
  • Manage assigned programs through data review, observations, and feedback and perform revisions as needed.
  • Manage inspections, analyze injury frequency reports, reviews compliance history, and references codes and standards to recommend changes to processes and procedures.
  • Manage Data/Analytics: receiving, interpreting, and presenting data to leadership and stakeholders with recommendations for actions.
  • Manage applicable processes, resources and contracts associated with safety programs.
  • Leads field visits seeking to understand and assess the health of assigned programs for Cleco and contractors.
  • Builds productive internal and external working relationships to resolve mutual safety problems by collaborating on procedures or transactions.
  • Lead and/or participate in internal and external special project teams with the purpose of continuous improvement.
  • Support and encourage the growth and development of safety professionals across the organization through coaching and mentorship.
  • Assist with developing leading and lagging measures that clearly articulate Cleco’s and contractor’s safety performance.
  • Serve as subject matter expert for operations, maintenance, and engineering on projects to ensure compliance with all applicable safety requirements.
  • Participate in safety assessments, that could be across company departments building knowledge and capability throughout the organization around safe work practices.
  • Participate in incident investigations, enhancing capability throughout the organization to conduct effective investigations that focus on determining root cause(s), learning, prevention recurrence and recommend corrective measures.
  • Coach and mentor personnel to facilitate ownership of Human Performance at all levels of the organization.
  • Provide leadership to transmission and distribution and generation safety committees and compliance system owners to ensure maximum value creation.
  • Conducts site safety observations focused on safe work practices and conduct coaching conversations with employees and contractors when corrections are required.
  • Reviews JHAs and JSB-tailboards to ensure tasks, hazards and mitigations are in alignment with the work being performed in the field by employees and contractors.
  • Develop and maintain a strong working relationship with managers, supervisors, employees and contractors to ensure alignment with Cleco’s goals and safety culture.
  • May be responsible for performing or ensuring health testing, air monitoring, noise monitoring, and hazard risk assessments are conducted, as required.
