The position requires advanced skills performing highly complex supervisory level electronic security systems support work for the existing and new Austin State Hospital facilities. The position requires institutional knowledge of various electronic security systems such as electronic building access control systems, video surveillance systems and telecommunications systems. The position will require the ability to read and interpret schematics and blueprints of fiber optics, traditional and video systems surveillance equipment. The position will be accountable for the Installation, Preventative Maintenance (maintaining accurate manufacturer recommendations) and Corrective Maintenance of Electronic Security System equipment. This position will be an integral part of future needs of the existing and new hospital facilities as it relates to security of staff and patients. Will work with Central Office Maintenance & Construction to forecast needs or upgrades/replacement of equipment. This position will have two direct report and will be required to conduct annual performance reviews, account for staff activities in CAFM and CAPPS. This will be the lead contact for Electronic Security Systems vendors and contracts for the existing and new facilities. Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Requirements

  • Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.
  • Graduation from an accredited four-year college or university with major coursework in a related field (such as trade school certification in HVAC, Electrical, Plumbing, or Carpentry) is generally preferred and a minimum of six months experience required OR
  • Associate degree in any field and a minimum of twenty-four months experience required OR
  • No degree and a minimum of four years of experience required (HVAC, Electrical, Plumbing, or Carpentry).
  • Five (5) years of experience in a supervisory role in one of the maintenance specialty fields (HVAC, Electrical, Plumbing, or Carpentry).

Responsibilities

  • In tandem with hospital leadership, Risk Management and Plant operations, position establishes surveillance program goals and procedures utilizing key metrics and monitors for required outcomes based on industry best practices. Directs and oversees the facility’s Video Surveillance System, ensuring monitors operational status and security compliance. Serves as the primary liaison with contractors to plan camera placement, oversee installations, and coordinate preventive and corrective maintenance for optimal system performance.
  • Provides oversight for the facility’s Access Control System. In an effort to obtain the highest level of safety and security, position develops program goals based on legislative audit findings, type and number of incidents, performance metrics and budget allowances. Provides consultation to departments on personnel access needs and security controls for property. Plans equipment requirements, supervises installation, and ensures preventive and corrective maintenance to maintain secure and efficient access management. Manages contractor work on campus and ensure adherence to contractual obligations in the areas of surveillance, access and telecommunications.
  • Maintains and manages the facility’s internal and external fiber optic and copper cabling to ensure reliable connectivity for client record systems, access control, telecommunication, and fire systems. Plans, evaluates, develops budget, implements, and coordinates repairs and upgrades to sustain operational efficiency.
  • Provides supervision, leadership, and oversight to assigned team members, including scheduling and leave management, performance evaluations, coaching, corrective actions, and terminations. Ensures team members meet operational and security standards.
  • Maintains and manages facility audiovisual conferencing equipment and cable television systems. Ensures proper functionality, facilitates repairs, and coordinates with service providers as needed.
  • Supervises the installation, maintenance, and repair of the facility’s telecommunications equipment and infrastructure. Ensures seamless operation of communication systems to support facility needs.
  • Manages patient and staff wireless phone services, ensuring reliable communication access. Oversees service plans, device distribution, and troubleshooting to support operational and security requirements.
  • Provides planning and oversight for telecommunications repairs and pathway maintenance that impact facility operations. Ensures continuity of services and security during maintenance or system upgrades.
  • Provides oversight and record retention of surveillance systems. Oversees the production of video and works with special investigators pertaining to recordings of unauthorized departures, abuse behavior, claims of injury by patients or staff.
  • Performs other duties as assigned to include but is not limited to actively participating and/or serving in a supporting role to meet the hospital’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation including nuclear emergency response drills, exercises and actual response to accidents. Such participation may require an alternate shift pattern assignment and/or location.
