About The Position

R&P is looking for a Business and Financial Management (BFM) professional who wants to join our team. We are a small-sized defense contractor providing Engineering, Logistics, Program Management and Technical Services to government clients. We are recruiting a Senior BFM with Navy/DoD acquisition financial experience to support the management of business financial operations, planning, programming, budgeting, and execution of our customer’s shipbuilding program.

Requirements

  • Must have DoD/Navy acquisition experience
  • Bachelor's Degree or high school diploma with over 10 years of professional experience leading a complex and high value financial team, including 5 years recent DoD/Navy financial management
  • Knowledge of Navy Enterprise Resource Planning (ERP) to perform financial execution functions as required
  • Excellent communication, organization, interpersonal, and data management skills
  • Active Secret clearance

Nice To Haves

  • Specialized Experience (desired): 7+ years of DoD Navy ACAT 1 financial management leadership; 7+ years of DoD Navy ACAT 1 financial management leadership preferred
  • Certification preferred: DAWIA Level III BFM Certification Industry equivalent; PMP or Certified Defense Financial Manager (CDFM) certification
  • Familiarity with Power BI and DoD-sponsored AI tools

Responsibilities

  • Serve as BFM Task Lead charged with managing a team of finance management professionals in accordance with contract’s statement of work.
  • Provide support for overall management of business financial operations, cost analysis, planning, programming, budgeting, briefing, and execution of the shipbuilding program.
  • Review, monitor, and assist the Program Office to determine the correct appropriations when budgeting and executing.
  • Assist in the development and review of budget backup documentation to support production, delivery schedules, and milestones in the SCN, RDT&E, OPN and OMN appropriations.
  • Assist in the preparation and defense of the annual SCN and RDT&E Execution Reviews, and re-evaluation of budget estimates and Estimates at Completion.
  • Conduct analysis, report financial risk, and advise the Program Office of strategies to mitigate the impact of financial risk on the program.
  • Assist the Government with development and completion of statutory and regulatory financial and acquisition reporting.
  • Support government execution and compliance of the Planning, Programming, Budgeting, and Execution System (PPBES) cycles. Provide detailed reports regarding financial status of the program suitable for leadership review.
  • Support Financial Management Reviews, Execution Reviews, data requests and initiatives by utilizing current software or web-enabled repositories to complete the reporting.
  • Respond to and track data calls surrounding Audit Readiness and financial Compliance.
