About The Position

ATI has a current need for a full-time Senior Construction Representative in the Youngstown, Ohio area. The Senior Construction Representative will be responsible for surveillance of construction projects and delivering findings to our Government client. United States Army Corps of Engineers (USACE) experience and Resident Management System (RMS) proficiency is preferred.

Requirements

  • The Construction Representative shall demonstrate a minimum of 7 years of experience in construction contract administration performing responsibilities as noted above.
  • Minimum of 5 years of experience with the Department of Defense vertical construction projects
  • Proficiency in Resident Management System (RMS) and Microsoft Programs
  • Minimum of 5 years of experience with the USACE EM 385-1-1 – Safety and Health Requirements Manual and experience with the 2024 Version
  • Minimum of 5 years of experience with Construction Quality Management Systems to include 3 Phase Inspection Process.
  • Experience with vertical construction projects that involve knowledge of Apparatus Storage and Mechanical Systems within the Fire Station Facility.
  • Knowledge of living quarters inside a facility with newly implemented alerting systems.
  • Knowledge of communications / dispatch room within the facility.
  • Knowledge specialty Air Systems, Exhaust Systems, and Monitoring Systems within the facility.
  • Knowledge of an active kitchen within the facility.
  • Proficient in Microsoft email, teams, and office products for communication.
  • Able to work alone and provide constant communication to Project Delivery Team Member
  • Excellent English verbal and written communication skills and a high level of professionalism.
  • US citizenship and the ability to pass a background check in a timely manner.
  • Current OSHA 30 certification

Responsibilities

  • Delivers surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation, and construction methods to Government personnel.
  • Becomes familiar with contract plans and specifications relative to all phases of construction and delivers recommendations of any necessary changes to Government personnel.
  • Provides surveillance at construction sites, assists client to resolve apparent differences, and delivers opinion to Government personnel.
  • Surveys quality assurance programs related to projects, discusses changed conditions, and delivers advice to Government personnel.
  • Delivers assistance to the Government relative to investigating the need for and preparing data for change orders.
  • Develops detailed inspection requirements and control methods in coordination with Government personnel.
  • Delivers draft change orders and modifications for the client’s signature.
  • Review all the construction contractor’s daily quality control reports to assure that the quality control operations are adequately documented.
  • Verify that all quality control tests are performed, and the results are within allowable limits.
  • Identify locations and coordinate Q/A soils and concrete tests. Prepare written report identifying the tests and their results as they relate to compliance with the construction contract.
  • Monitor CQC systems tests and material tests and check all plumbing, mechanical, electrical, and special systems such as electromechanical transportation systems with personnel qualified to perform this work.
