About The Position

Canvas is seeking a qualified individual to provide advisory and assistance services to the Air Force in government contract acquisition support of program management efforts associated with specific test needs at the Arnold Engineering Development Center (AEDC) at Arnold AFB, TN. The candidate will provide a wide range of services including procurement support, contract administration assistance, and records management/administrative support for a variety of planning projects.

Requirements

  • Minimum Education: PM3-Bachelor’s Degree in Business or Related Field OR substitution as described below PM4- Master’s Degree in Business or Related Field OR substitution as described below SME-Recognized As Industry Leader in Field of Expertise
  • Minimum Experience: PM3- 3-10 years of experience PM4- 10+ years of experience
  • Substitution: Bachelor’s degree in business administration or related field. Substitutions: A Bachelor’s degree can be substituted for with 6 years of relevant experience OR an Associate’s degree and 4 years of relevant experience. A Master’s can be substituted with 12 years of relevant experience or a Bachelor’s and 8 years of relevant experience.
  • Security Clearance: Ability to obtain Secret clearance required for job. May begin work with an interim clearance.
  • Highly Organized
  • Basic Computer Skill
  • Microsoft Office (Word, Excel, PowerPoint) experience
  • 5-10% travel may be required

Nice To Haves

  • Market research and acquisition planning experience
  • Experience with Government contracting and FAR regulations
  • Experience with a variety of contract vehicles
  • Experience/Knowledge in developing waivers, sole source justification, Independent Government Cost Estimates (IGCE), Authority to Advertise, and Requests for Information (RFIs).
  • Experience and knowledge of Lowest Price Technically Acceptable (LPTA) and Best Value Trade-Off acquisition strategies desired.
  • Experience in Source Selection to include providing support in the evaluation of proposals and identifying strengths, weaknesses, and deficiencies.
  • Strong negotiation and analytical skills.
  • MBA or Master’s degree in a related field.

Responsibilities

  • Mentor Younger Contract Acquisition Specialists
  • Develop and draft evaluation criteria by mapping key performance requirements from a Statement of Work (SOW) or a Statement of Objectives (SOO) to specific, measurable factors including technical capability, past performance, and price.
  • Review Statement of Work (SOW) documentation for equipment and services to facilitate vendor research to identify qualified sources.
  • Supporting acquisition planning and contracts management by providing expertise and advisement in the development of contract requirements packages.
  • Advising management, senior level engineers, and staff in the development of contract documents to include (Performance Work Statements, Statement of Work, Independent Government Estimate, evaluation criteria, etc.) in accordance with new and established regulations and guidelines.
  • Lead the development, review, and formatting of key acquisition documentation, ensuring compliance with DoD and Air Force standards.
  • Conduct market research to identify sources of equipment and services, including pricing and delivery information.
  • Analyze contractor proposals for compliance.
  • Provide coordination for Industry Day Events.
  • Identify and utilize existing IDIQ contract vehicles to address specific procurement needs.
  • Serve as a key liaison between contracting officers, program managers, and contractors to facilitate communication and resolve complex issues.
  • Communicate contract policies and practices to internal business teams.
  • Advise the Air Force in Acquisition Strategies Contract strategy development and management.
  • Prepare, organize, and maintain accurate and complete records of all contracting activities.
  • Develop and maintain tracking tools to monitor contractor submittals, CLIN claims, invoicing status, and deliverable status, as well as to identify past due items.
  • Post selected electronic records to online repositories and help maintain record sets on shared drives and SharePoint sites.
