About The Position

Turner & Townsend is seeking an experienced Senior Cost Manager / Quantity Surveyor to lead cost management delivery on a large‑scale, mission‑critical data center program in the greater Amarillo, Texas area. In addition to core cost management responsibilities, this position will serve as the primary site lead, acting as the day‑to‑day client interface and ensuring consistent, high‑quality service delivery across all on‑site activities. This is a highly visible, client‑facing position responsible for driving governance, commercial rigor, and strong stakeholder engagement to ensure the project is delivered on time, within budget, and to the highest standards. The ideal candidate communicates clearly, is comfortable operating independently in a fast‑paced environment, and collaborates effectively with both client and internal teams. Role requires 50% onsite presence in Hall County; greater Amarillo, Texas area.

Requirements

  • 50% onsite presence required in Hall County (Greater Amarillo, TX area).
  • Bachelor’s degree in Construction Management, Quantity Surveying, Engineering, or a related field.
  • 5–7+ years of cost management or project controls experience within mission‑critical, industrial, or high‑tech environments, supporting medium‑ to large‑scale projects of significant complexity.
  • Solid understanding of MEP systems, resilience requirements, and campus‑scale infrastructure common to hyperscale data centers.
  • Strong foundation in budgeting, financial reporting, cost control systems, and EVM.
  • Expertise in procurement strategies and commercial management of contractor/vendor contracts.
  • Excellent communication, negotiation, and stakeholder‑management skills.
  • Strong analytical and problem‑solving abilities with exceptional attention to detail.
  • Proficiency with industry‑standard cost management tools and software.

Nice To Haves

  • Prior work in a construction consultancy environment strongly preferred.
  • RICS accreditation or active progress toward certification is an advantage.

Responsibilities

  • Develop and maintain detailed cost plans and estimates throughout design and delivery phases using industry benchmarks and technical documentation.
  • Produce and present monthly cost reports, executive summaries, and funding analyses to stakeholders.
  • Coordinate and validate cost inputs from design teams, GC, subcontractors, and vendors.
  • Maintain and leverage built cost records for benchmarking and continuous improvement.
  • Lead procurement strategy development, review contractor/subcontractor pricing, validate scopes, and participate in commercial negotiations.
  • Manage final accounts and ensure timely closure.
  • Own and manage the change control process: evaluate, estimate, negotiate, and reconcile change orders; manage post‑contract cost variances.
  • Support cost risk analysis, scenario planning, contingency management, and commitment tracking.
  • Ensure accurate cost control systems are in place, including Earned Value Management (EVM) where appropriate.
  • Integrate cost, schedule, and scope in coordination with project controls/scheduling teams.
  • Act as the primary on‑site client interface, ensuring objectives are met and service excellence is delivered.
  • Provide leadership, guidance, and oversight to the broader Turner & Townsend team working on site.
  • Drive engineering and project priorities based on cost, schedule, and commercial impact.
  • Lead value engineering (VE) and cost‑optimization efforts across the program.
  • Monitor local market trends (escalation, labor availability, material pricing) and provide timely insights to the client.
  • Prepare and deliver executive‑level briefings, written comments on GC submissions, and updated cost estimates.
  • Ensure all work adheres to Turner & Townsend’s Business Management Systems and delivery methodologies.
  • Mentor, coach, and develop junior team members; promote a high‑performance, one‑business culture.
  • Demonstrate excellence in financial management, including margin tracking and monthly fee/resource forecasting.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
