About The Position

The Senior Director, Legal & Regulatory Counsel serves as a key member of the executive leadership team, responsible for directing all legal strategy, regulatory compliance, and government relations initiatives across the footprint. This role leads advocacy efforts, shapes broadband and telecommunications policy, manages litigation and regulatory risk, and aligns legal strategy with overall business objectives. The ideal candidate is a seasoned legal and government affairs executive with deep experience in broadband policy, state legislative strategy, corporate leadership, and litigation management. A strong background in public policy, regulatory affairs, and executive-level decision-making is essential. J.D. DEGREE REQUIRED. ACTIVE STATE BAR LICENSURE REQUIRED

Requirements

  • Juris Doctor (J.D.) degree required.
  • Active membership in at least one state bar.
  • 15+ years of progressive leadership experience in legal, government affairs, or regulatory roles.
  • Significant experience working with state legislatures and regulatory agencies.
  • Demonstrated leadership of multi-state advocacy initiatives.
  • Experience managing outside counsel and litigation strategy.
  • Proven executive-level strategic planning and budget oversight experience.

Nice To Haves

  • Experience in broadband, telecommunications, or regulated industries.
  • Prior experience serving in a legislative leadership office or as chief counsel.
  • Trade association leadership experience.
  • Licensed civil mediator or similar alternative dispute resolution training.

Responsibilities

  • Serve as a strategic advisor to the CEO and senior leadership team.
  • Align legal and government affairs strategy with corporate growth, operational priorities, and long-term business objectives.
  • Lead cross-functional coordination across legal, operations, finance, communications, and public affairs teams.
  • Oversee planning, budgeting, and performance measurement for legal and government affairs functions.
  • Develop and execute legislative and regulatory strategies.
  • Direct internal and external lobbyists and advocacy teams.
  • Build and maintain relationships with legislators, regulators, trade associations, and key stakeholders.
  • Lead grassroots and third-party advocacy initiatives to influence public policy.
  • Administer political engagement strategy.
  • Shape and advance broadband expansion policy, including state and federal grant programs.
  • Provide executive-level legal counsel on regulatory, legislative, compliance, ethics, and governance matters.
  • Oversee outside counsel and manage litigation strategy, including commercial disputes and regulatory proceedings.
  • Ensure compliance with state and federal telecommunications regulations.
  • Draft, review, and negotiate contracts, legislative language, and regulatory filings.
  • Serve as chief ethics advisor and ensure adherence to corporate governance best practices.
  • Direct legislative agendas within industry associations.
  • Manage association governance, fundraising initiatives, and regulatory analysis.
  • Represent the organization in public forums, legislative hearings, and industry coalitions.
  • Lead and mentor high-performing teams of government affairs professionals and legal staff.
  • Manage recruitment, retention, and performance development.
  • Foster a culture of collaboration, accountability, and strategic execution.
