About The Position

The Senior Transportation/Traffic Engineer is a senior-level professional engineering position responsible for planning, managing, and implementing the City's Transportation Program, including long-range Transportation Planning, the Capital Improvement Program (CIP), and daily Traffic Operations and Maintenance. This position serves as the City's primary technical authority for roadway operations, traffic control systems, multimodal mobility, and transportation safety, providing strategic guidance to City leadership, elected officials, and the public. The role includes technical leadership and administrative oversight for infrastructure planning and operations, acting as a liaison between the City, consultants, regulatory agencies, contractors, and the community to ensure safe, compliant, and sustainable systems. This position requires advanced knowledge of transportation and traffic engineering principles, stormwater hydrology and hydraulics, and infrastructure systems, as well as strong leadership and project management skills including budgeting, scheduling, team oversight, and contract administration, and a commitment to providing excellent customer service to the community. Work is performed under the general direction of the Public Works Director / City Engineer and is carried out with significant independent judgment and initiative.

Requirements

  • Bachelor's degree in civil engineering or a closely related field is required. Transportation emphasis is preferred, as well as master's degree.
  • Minimum of seven (7) years of progressively responsible experience in transportation or traffic engineering, with at least three (3) years in a supervisory or project management role is required.
  • Municipal government or public-sector experience is strongly preferred.
  • Professional Engineer (P.E.) license in the State of Florida is required.
  • Must possess a valid State of Florida driver's license.

  • Professional Traffic Operations Engineer (PTOE) certification is preferred.
  • Professional Transportation Planner (PTP) certification is desirable.
  • Project Management Professional (PMP) Certification is desirable.
  • Road Safety Professional (RSP) certification is desirable.

Responsibilities

  • Leads the development, update, and implementation of the City's Transportation Master Plan, roadway network plans, and multimodal transportation strategies.
  • Develops, prioritizes, and manages the Transportation Capital Improvement Program (CIP), including project scoping, cost estimating, scheduling, and funding strategies.
  • Oversees the planning and delivery of roadway widening, reconstruction, intersection improvements, pedestrian and bicycle facilities, and traffic signal projects.
  • Coordinates transportation planning with land development, growth management, and concurrency requirements.
  • Prepares technical memoranda, staff reports, and recommendations for City Council, boards, and committees.
  • Manages the City's traffic operations and maintenance program, including traffic signals, signage, pavement markings, school zones, and traffic calming measures.
  • Oversees the operation, maintenance, and optimization of traffic signal systems, including signal timing, coordination, and detection technologies.
  • Directs traffic studies, capacity analyses, safety studies, and operational evaluations to address congestion, safety concerns, and citizen requests.
  • Establishes standards, procedures, and performance metrics for traffic operations and maintenance activities.
  • Responds to traffic emergencies, incidents, and special event traffic management needs.
  • Reviews and approves transportation and traffic engineering plans, studies, and reports prepared by consultants or developers.
  • Serves as Engineer of Record (EOR) or provides technical oversight for transportation projects, as assigned.
  • Ensures compliance with applicable standards, including FDOT, MUTCD, AASHTO, ITE, and local design criteria.
  • Evaluates traffic impact studies and recommends mitigation measures associated with development projects.
  • Provides expert technical input on access management, driveway permitting, and right-of-way utilization.
  • Coordinates with FDOT, Metropolitan Planning Organizations (MPOs), counties, municipalities, and transit agencies on regional transportation initiatives.
  • Represents the City at public meetings, workshops, and technical committees.
  • Responds to citizen inquiries and concerns related to traffic safety, congestion, and road operations.
  • Provides expert testimony and technical support in public hearings or legal proceedings, as required.
  • Prepares and manages operating and capital budgets related to transportation and traffic operations.
  • Identifies, pursues, and administers transportation grants and funding opportunities.
  • Manages professional services and construction contracts, including consultant selection, scope development, invoicing, and performance monitoring.
  • Reviews and approves pay applications, change orders, and project close-out documentation.
  • Supervises and mentors Traffic Operations Specialists and Technicians, including performance evaluations, training, and professional development.
  • Assigns work, establishes priorities, and ensures efficient use of staff and resources.
  • Develops annual work programs, budgets, and staffing plans for transportation and traffic operations functions.
  • Promotes a culture of safety, accountability, and continuous improvement within the team.
