About The Position

Senior Human Resources Specialist (NSWCIH-2026-24809): Bowhead seeks to network with a Senior Human Resources Specialist for an upcoming proposal effort. The Senior Human Resources Specialist position is a senior position that will help provide support and guidance to the Human Resources Director. The ideal candidate has a deep knowledge and understanding of all aspects of the HR processes, policies and guidelines. The Senior Human Resources Specialist have strong communication skills, strong organizational skills, and the ability to work in a fast-paced environment. The position is a hybrid position with on site work at NSWC Indian Head and the ability to telework.

Requirements

  • Bachelor's (BA/BS) degree in human resources, business administration, management, or other relevant field. An AA/AS and an additional five (5) years of experience may be substituted for the Bachelor’s degree.
  • 10 years of recent experience in analyzing, managing and improving major aspects of human resources, organizational processes and functions, or warfare center program management
  • Minimum two (2) years in a Federal Agency environment.
  • Provides broad support for all aspects of NWC human resources management.
  • Strong organizational skills and attention to detail.
  • Effective communication and teamwork abilities.
  • Problem-solving mindset and the ability to adapt to changing priorities.
  • Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

Responsibilities

  • Evaluate laws, regulations, and precedents related to third parties; research bargaining issues and negotiability and provide negotiation support for complex federal union Contracts
  • Support review of administrative grievances under the negotiated grievance procedures, unfair labor practices complaints, impacts and implementation issues,
  • Perform research and analysis and provide recommendations to the Government for resolving issues that include: disciplinary actions, adverse actions, administrative grievances, Equal Employment Opportunity (EEO) complaints, alternative dispute resolution, TO negotiations, union grievances/appeals, impact and implementation issues, unfair labor practices, arbitrations, merit systems protection board cases, federal mediation conciliating services cases, and federal labor relations authority cases.
  • Assist with policy, plans, and analysis,
  • Research and draft policy documents,
  • Gather metrics from various Human Resources systems of record,
  • Input employee data and completes reconciliations to ensure accuracy,
  • Submit Requests for Personnel Action(s) (RPAP(s)), CANYON tickets, Total Workforce Management (TWMs) updates, and prepares correspondence and spreadsheets,
  • Run regular and ad hoc reports in various Human Resource Information Systems (HRIS),
  • Assist HR Specialists responsible for managing programs
