About The Position

As the SOFETOPS Senior Innovation and Modernization Task 8 Lead you will provide the leadership, management and oversight of all personnel supporting Task 8 projects. You will be responsible for the management and oversight of SOFETOPS enterprise-wide innovation and modernization efforts to identify improved warfighter capabilities that counter existing, emerging, or re-emerging threats at a global, regional, and country levels. You will in collaboration with Project Leads provide recommendations and strategies to improve the support and execution of the USASOC G3 Risk Management Framework project, and the USASOC G9 Capability-Based Assessments project and the USASOC Force Modernization Center project’s functions and responsibilities in Capabilities Determination, Capabilities Development, and Capabilities Integration. You will facilitate and manage information sharing and collaboration with industry leaders and the SOFETOPS community of interest to provide Task 8 projects with insights into leading edge technologies and innovations. Provide Task 8 input for the development of new and existing project Technical Direction Plans. You will manage all assigned contract personnel and provide client feedback reports to the Modernization, Analyses, Assessment and Planning (MAAP) Functional Group Lead. You will directly support the project management of all Task 8 projects on the SOFETOPS Task Order and as required, coordinates, schedule, prepare read ahead materials for events such as but not limited to the Requirements Review and Oversight Boards and Decision Information Guidance meetings. Assists with development and consolidation of Situation Reports from subordinate units into the Command SITREP and related reporting requirements including but not limited to the SOF Ready and NET USR. You will communicate with industry leaders to identify emerging technology and facilitate SOF Innovation System submissions and technical reviews of vendor submissions. You will identify and analyze problems, generate mitigation strategies and recommend solutions based upon experience working with mission partners and the interagency to enhance interoperability, integration, collaboration, and innovation across multiple USASOC mission partners and stakeholders. You will work closely with the other SOFETOPS Functional Group Leads and Program Management team members to monitor, identify, and address risks, gaps, and vulnerabilities to existing threat analyses assessments and planning efforts. When required you will brief capability assessments and recommendations to improve transformative training, as well as modernization and innovation planning efforts and strategies. Respond to force modernization-related questions that support key assessments and decision-making processes.

Requirements

  • Current TS/SCI.
  • More than 20 years of military and/or IC experience.
  • More than 10 years of experience directly supporting or assigned to an Army or Joint SOF command.
  • More than 10 years of experience conducting analyses, assessments, and planning support.
  • More than 10 years of experience managing a multi-disciplined team of operational analysts, and technical SMEs; to include force modernization, innovation, and capability management.
  • Comprehensive knowledge of the USSOCOM Enterprise, the SOF Core Tasks and application of complex procedures and techniques to diverse situations and varying degrees of management control.
  • Expert knowledge and experience overseeing the development of force modernization capability management in support of advanced SOF concepts and structures.
  • Comprehensive skills in conducting operational-related technical research and development, preparing concise written reports, and presenting innovative, imaginative, and cohesive briefings, and communicating in oral and written form to senior level civilian and military leaders within the DoD, USASOC enterprise and its strategic partners.

  • PMI Project Management Professional (PMP) Certification.
