POSITION DETAILS Title: Senior Integrated Master Scheduler (IMS Lead) Location: Washington, DC (hybrid; periodic on-site as required) Employment type: Full-time W-2 (or long-term staff augmentation/contract-to-hire, if preferred) Travel: Occasional CONUS travel to installations and stakeholder sites Citizenship: U.S. Citizen required Security clearance: Ability to obtain and maintain a DoD clearance; active clearance preferred (level depends on tasking) PRIMARY RESPONSIBILITIES IMS development and baseline control Develop, baseline, and maintain the Program Integrated Master Schedule (IMS) from schedule architecture through execution, integrating acquisition, engineering, regulatory/permitting, site preparation and integration, safety/security, commissioning, and transition to operations. Establish schedule governance: coding structures (WBS alignment), calendars, milestones, schedule dictionary, and configuration management. Support baseline change control (BCR) and maintain traceability of assumptions, constraints, and decision gates. Multi-organization integration and facilitation Integrate schedules from government teams and multiple contractors (prime/subs, reactor vendor/integrator, A/E, construction, cybersecurity/physical security, installation energy/microgrid teams). Lead working sessions with functional leads to elicit logic ties, constraints, deliverable-based dependencies, and approval gates. Translate technical and acquisition realities into defensible network logic and an executable status cadence. Schedule quality, compliance, and analytics Ensure schedule quality consistent with GAO schedule best practices and produce documented schedule health metrics. Conduct DCMA 14-point (or equivalent) schedule checks; identify defects (logic gaps, constraints, high float, lags, missing predecessors/successors) and drive corrective actions. Perform critical path / driving path analysis, near-critical path monitoring, constraint analysis, and scenario planning (what-if, recovery, acceleration). Lead or support Schedule Risk Analysis (SRA) / Monte Carlo forecasting to produce confidence dates and risk-informed recommendations. Status, reporting, and executive communication Own the schedule status cycle (weekly/biweekly/monthly): data calls, progress validation, integration of updates, and publication of schedule narratives. Develop executive-ready reporting: milestone achievement, critical path movement, schedule variance trends, and forecast rationale. Support senior governance forums, baseline reviews, and major program reviews with schedule products and briefings. Tools and process discipline Serve as the scheduling tool and process owner (Primavera P6 required). Ensure consistent schedule standards, access controls, and audit trail. Maintain the Schedule Management Plan (SMP): status rules, percent complete methodology, schedule-level change control workflow, and interfaces to cost/EVM (if applicable).
