About The Position

This is a highly responsible professional position located in the Early Steps Program, which is in the Division of Children’s Medical Services, Bureau of Early Steps and Newborn Screening, Early Steps Section, reporting to the General and Operations Manager I-SES. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete time sheets. The Early Steps Program performs the functions and oversight required under the Individuals with Disabilities Education Act (IDEA), Part C and Part III of Chapter 391, Florida Statutes. The individual in this position is responsible for the oversight of program policy development, data reporting and analysis as required by IDEA, Part C and Florida Statutes, and the Early StepsData System including development, maintenance, and enhancements. The incumbent is responsible for the following: •    Coordinates the preparation, compilation, and analysis of data for federal reporting, program planning, and responds to legislative and public records requests.•    Oversees and leads the development of the Early Steps Annual Report to the legislature, the development of an annual state plan to identify goals and strategies to improve program performance and works collaboratively with Early Steps managers and staff to gather data for reporting.•    Manages the Early Steps policy development process including the development of new or revised policies, public noticing of the proposed policy changes, public hearings, and the implementation of new policies.•    Review, maintain, and update the Early Steps Fee schedule on at least an annual basis, using federal CMS information and guidance, Correct Coding and Procedural Terminology (CPT Codes), including guidance from other Agencies, such as the Agency for Health Care Administration.•    Collaborate with the Early Steps program vendor(s) and staff to coordinate data needs while providing support to staff.•    Work with state staff and local implementation teams to ensure that policies and practices are implemented with a focus on continuous program improvement, facilitates technical assistance activities as needed.•    Provides ongoing consultation with users, management, vendors, staff, and technicians to determine information management needs and system requirements or enhancements.•    Oversees technical assistance and training to data custodians/local information systems staff, Bureau and others to ensure continuing operations and data quality on a continuous basis. Ensures that the technical requirements of HIPAA and FERPA, as related to the Bureau’s programs, are met.•    Performs other work-related duties as requested.

Requirements

  • Knowledge of Early Intervention (EI) programs and service delivery systems for infants and toddlers and the continuum of care for children with special health/developmental needs.
  • Ability to research and analyze federal and state statutes.
  • Knowledge of computer software (Microsoft Word, Excel, PowerPoint, Sharepoint, Access) and database systems.
  • Knowledge of Florida Medicaid Policy and Reimbursement.
  • Knowledge of quality improvement and process improvement concepts and models.
  • Knowledge of the principles of all automated office equipment.
  • Knowledge of confidentiality rules and federal confidentiality laws applicable to the program such as HIPAA and FERPA.
  • Ability to search the internet for business related information.
  • Ability to review, classify, categorize, prioritize, and/or analyze data and/or information.
  • Ability to communicate effectively in both written and oral formats.
  • Ability to establish and maintain effective working relationships with others.

  • 1 year of experience with Early Intervention (EI) programs and service delivery systems for infants and toddlers and the continuum of care for children with special health/developmental needs.
  • Valid Florida Driver's License

Nice To Haves

  • A bachelor’s degree or higher and a minimum of two years professional experience working with state or federal programs.
  • Experience in Florida Medicaid, supervisory experience, and/or experience with the Individuals with Disabilities Education Act Part B or C.
  • Experience writing policies, procedures, and manuals
