About The Position

The Senior Procurement Manager is responsible for organizing and directing the activities and operations of the Procurement Department under the direction of the Director of Procurement; purchasing high quality supplies, materials and equipment in accordance with informal and formal bidding procedures; preparing specifications and contracts for services/supplies.; training and evaluating the performance of assigned personnel.

Requirements

  • Bachelor’s degree in business, management, or related field required.
  • In-depth knowledge of current public sector procurement procedures, guidelines and regulations.
  • Experience in contract administration.
  • Excellent written and verbal communications skills.
  • Strong MS Office skills.
  • Detail-oriented with strong analytical skills and an innovative approach to problem solving.
  • Ability to handle multiple tasks, with awareness of deadlines.
  • Ability to coordinate multiple group efforts to achieve objectives.

Nice To Haves

  • Certification as a Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB) or NIGP Certified Procurement Professional (NIGP-CPP).
  • Florida Certified Contract Manager issued by the Florida Department of Management Services Division of State Purchasing is acceptable.

Responsibilities

  • Ensure that all purchases are made solely for the benefit of CFX.
  • Assist with interpreting CFX purchasing policy and procedures.
  • Assist in negotiating or determining contract terms and conditions, award supplier contracts and/or recommend contract awards.
  • Ensure that requests to purchase goods or services are properly authorized by budgetary manager.
  • Comply with any and all applicable CFX Policies, guidelines and practices, and legislation and regulatory requirements.
  • Reviews and edits all solicitation documents, performance reports and other required documents prepared by procurement staff and recommends any necessary changes or improvements to ensure compliance with approved Procurement Policy and Procedures.
  • Reviews and prepares contract documents, supplemental agreements, bond documents, insurance documents, and other related documentation for construction services, contractual services, design-build services, design professional services and professional services.
  • Identifies and implements process improvements to increase efficiency and accuracy.
  • Conducts pre-bid meeting, bid openings, bid analyses, and bid tabulations.
  • Acts as moderator for Evaluation Committee meetings for competitive sealed proposal and selection of professional consultant processes.
  • Prepares and verifies accuracy of scoring sheets.
  • Coordinates, prepares and distributes addenda during the bidding or selection process as appropriate.
  • Maintains goodwill between CFX and its vendors by ensuring fair and equitable. treatment of all who participate in the procurement system.
  • Promotes public confidence in the integrity and transparency of the procedures followed to procure the goods and services required by CFX.
  • Represents CFX to outside agencies and organizations.
  • Processes documents and materials (e.g. bidding process, district bid schedules, bid specifications, etc.) for the purpose of purchasing high quality supplies, materials and equipment in accordance with informs and formal bidding procedures.
  • Other duties as assigned.
