The Senior Manager will provide on site federal program support. Serve as a project/program manager for public sector contracts. Provide quality inspection and monitoring of contractor staff hours and services, utilizing spot checks and other methods. Work closely with the Contracting Officer to ensure effective and uniform contract administration. Track vacant/open positions and facilitate the screening and replacement of backfill positions, ensuring all candidates are appropriately qualified before submission to the Contracting Officer Representative for candidate screening. Act as the primary point of contact and liaison between the Contractor Company and Contracting Officer Representative. Coordinate with Contracting Officer Representative to provide appropriate technical and procedural direction to contractor staff. Monitor contractor staff performance and provide coaching, mentoring, counseling, and direction when issues require intervention. Implement and enforce Government and contractor company policies with contractor staff. Facilitate the badging and onboarding of new contractor staff, and escort them to security briefings as appropriate. Serve as a business development lead and proposal manager. Lead and manage the overall proposal development process from Pre-Proposal Phase through Post Proposal Phase Lead and/or support proposals in multiple roles. Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RFQs, RFIs). Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions. Ensure win strategy, technical solution, win themes, discriminators, compliance, and a clear understanding of the requirements are well-articulated and consistent throughout the final proposal documents. Facilitate proposal reviews (e.g., AMU’s, Initial Draft, Red Team) and make ongoing recommendations to ensure compliance and increase proposal scorability. Oversee the development of high-quality, high-impact artwork and graphics for proposals. Collaborate with executives, management teams, functional units, BD personnel, stakeholders, partners, and subject matter experts to provide proposal leadership, support, and overall direction. Maintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are in place to successfully submit a proposal. Manage multiple proposal tasks with sometimes rapid turnaround deadlines. Support other business development professionals (e.g., editorial support, volume management, review participation) when necessary as part of a team-first capture and proposal organization. Support other Proposal Operations activities (e.g., content databases, SharePoint library management) and other duties assigned.

Requirements

  • At least seven years of government contracting/consulting experience/business development/proposal management.
  • Excellent written and oral communication skills.
  • Expert level of proficiency in all of MS office.
  • EDUCATION: Bachelor’s Degree
