About The Position

The Nebraska Liquor Control Commission is seeking a Senior Paralegal to support regulatory enforcement and administrative hearing activities within the Regulatory Affairs & Enforcement Division. This position provides advanced legal and investigative support for enforcement cases, contested administrative hearings, and regulatory compliance matters. The Senior Paralegal works closely with the Regulatory Affairs & Enforcement Administrator, Executive Director, Assistant Attorneys General assigned to the Commission, and Nebraska State Patrol investigators who conduct enforcement investigations on behalf of the agency. The position also coordinates with local law enforcement agencies, city officials, and other external partners to gather information and prepare materials necessary for enforcement actions and administrative proceedings. This position plays an important role in ensuring enforcement cases and hearing materials are properly organized, researched, and prepared in support of the Commission’s regulatory responsibilities. Requirements

  • Minimum Qualifications: Associate’s degree in Paralegal Studies from an American Bar Association approved program at an accredited college or successful completion of a program at an American Bar Association approved paralegal institute. Experience may be substituted for education on a year for year basis.
  • Regular and reliable attendance is required.
  • Knowledge of legal research methods, administrative law procedures, and regulatory compliance frameworks.
  • Ability to review and organize investigative materials, prepare legal documents, and maintain detailed case records.
  • Strong written and verbal communication skills are required, along with the ability to coordinate with investigators, attorneys, and external agencies.
  • The position must be able to manage multiple cases simultaneously while maintaining accuracy, organization, and confidentiality.

Nice To Haves

  • Preferred Qualifications: Bachelor’s degree in paralegal studies, criminal justice, public administration, political science, or a related field.
  • Experience supporting administrative hearings, contested cases, regulatory enforcement actions, or government investigations.
  • Experience working with attorneys, law enforcement agencies, or regulatory bodies.
  • Familiarity with administrative law procedures, evidence documentation, and case management systems within a government or regulatory environment.
  • Strong organizational skills, attention to detail, and the ability to manage multiple assignments with competing deadlines.
  • Equivalent combinations of education and relevant experience that provide the required knowledge, skills, and abilities may be considered.

Responsibilities

  • Enforcement Case Preparation & Investigation Support Assist in the preparation of regulatory enforcement cases and administrative proceedings by gathering investigative reports, organizing evidence, and maintaining case files. Review materials submitted by investigators and coordinate documentation needed for hearings and enforcement actions.
  • Administrative Hearing Support Assist in preparing materials for Commission hearings and contested cases. Organize hearing packets, ensure supporting documentation is complete, maintain hearing records, and coordinate case information with legal counsel and investigators.
  • Legal Research & Document Preparation Conduct legal research related to statutes, administrative rules, and regulatory compliance matters. Prepare draft legal documents, summaries, notices, correspondence, and case materials for review by division leadership and Assistant Attorneys General.
  • Case File Management & Documentation Maintain organized enforcement case files and ensure documentation is accurate and accessible. Track enforcement actions, maintain records of case outcomes, and assist with preparation of reports and summaries used by division leadership.
  • Interagency Coordination Communicate and coordinate with Nebraska State Patrol investigators, local law enforcement agencies, city officials, and other partners to gather documents, verify information, and support enforcement investigations and administrative proceedings.
  • Legal and Administrative Support Provide support to the Regulatory Affairs & Enforcement Administrator and Executive Director by preparing correspondence, organizing legal materials, and assisting with projects related to regulatory enforcement and compliance activities. Limited hearing officer duties may also be assigned.
  • Other duties as assigned within the scope of the classification.
