About The Position

We are seeking a Senior Program Analyst - Treaty Management with extensive expertise with the Deputy Assistant Secretary of War for Threat Reduction and Arms Control (DASW(TRAC)) Treaty Management Division within the Washington Headquarters Services in Falls Church, VA to join our team.

Requirements

  • Bachelor's degree in engineering, scientific, technical, management, or related discipline.
  • 10+ years of experience with extensive knowledge developing and applying analytic methodologies and principles.
  • Active Secret security clearance.
  • US citizen
  • Ability to lead application of analytic techniques and define project objectives and strategic direction.
  • Ability to resolve complex problems requiring in-depth knowledge of analytic methodologies and principles associated with Treaty management.
  • Demonstrated managerial and supervisory skills.
  • Capable of directing activities of junior analysts or other contract staff.

Nice To Haves

  • Master's degree in international relations, political science, or related field.
  • Experience with arms control treaties (New START, Chemical Weapons Convention, Biological Weapons Convention).
  • Knowledge of treaty verification and compliance processes.
  • Experience working with interagency partners and international organizations.
  • Strong analytical and strategic thinking capabilities.
  • Excellent written and oral communication skills for senior leadership briefings.

Responsibilities

  • Provide technical assistance in forecasting, planning, and development of monitoring systems/stations to support national security objectives in nuclear testing and nonproliferation.
  • Research and analyze Chemical Weapons Convention (CWC) implementation and compliance issues, and provide analysis and interpretation for CWC implementation and compliance activities.
  • Provide technical and analytical support to bilateral initiatives in implementing international arms control agreements including Additional Protocols and Fissile Material Cutoff Treaty.
  • Prepare for and execute official visits related to treaty issues for foreign dignitaries, including identifying sensitive technical issues, performing research, preparing reports and briefings, developing agendas, and addressing logistics requirements.
  • Support TRAC office preparation for visits to U.S. chemical weapons destruction sites by OPCW Executive Council personnel, including development and production of participant handbooks and administrative and logistical support for multi-day events.
  • Provide technical support for DoD Arms Control Implementation Working Groups and Compliance Review Groups.
  • Lead the conduct of program reviews, provide technical assistance and training, and direct activities of more junior analysts or other contract staff on activities related to application of analytical techniques and methodologies.
