Aleto, Inc. is seeking a Senior Program Manager for our federal client who is tasked with identifying, analyzing, and making recommendations on properties that the Federal government should sell, with the final set of recommendations due by December 31, 2026. The Program Manager will be an essential team member in assisting the client with its mission. This is a unique opportunity to contribute to a critical government initiative to improve Federal real estate's efficiency and management.

Requirements

  • Must be eligible to obtain a Public Trust Security Clearance
  • U.S. Citizenship required
  • Master’s Degree in Architecture, Engineering, or Interior Design with 15+ years of overall experience; or Bachelor’s Degree in the same fields with 20+ years of experience
  • 15+ years of senior-level experience managing the operations and maintenance of federal buildings over 1 million square feet
  • 15+ years of supervisory experience
  • A degree in Real Estate, Business Administration, Public Administration, or a related field is required; an advanced degree is preferred
  • Minimum of 15-20 years of experience in Federal real estate management, acquisition, or disposal
  • Proven expertise in program management and a strong understanding of the Federal real estate landscape
  • Extensive experience with federal contracts and familiarity with Government contracting procedures
  • Skilled in submitting proposals, defining scopes of work, and managing schedules and site contractors
  • In-depth knowledge of federal facilities management, decision-making processes, and federal rules and policies
  • Familiarity with BOMA, national building codes, life safety codes, and ADA compliance
  • Experience with government budgeting and financial systems is required
  • Strong contract negotiation experience
  • Proficient in Microsoft Office Suite
  • Proficient in Microsoft Project
  • Proficient in Google Workspace
  • Experience with IWMS/CAFM/Space Management Applications
  • Experience with AutoCAD
  • Experience with accounting software

Responsibilities

  • Property Identification & Analysis: Collaborate with contracted analytical staff to identify and analyze Federal properties that may be viable for sale. This will involve researching and sorting data, coordinating with brokers, and engaging with local real property professionals to evaluate potential sale candidates.
  • Stakeholder Engagement: Travel to various cities and regions across the U.S. to meet with brokers, property professionals, and other stakeholders. Establish broker round tables and collaborate with various real estate professionals to help identify and assess sale candidates.
  • Financial Feasibility Oversight: Oversee the financial analysis of identified properties. While extensive financial analysis will be conducted by contracted staff, the Program Manager must understand and review financial data and be able to communicate findings. The Manager will also work closely with the Executive Director to brief Board members regularly on the feasibility of property divestments.
  • Report Documentation: Ensure comprehensive documentation of all analyses, engagements, and interactions with stakeholders. In preparation for the Board's final recommendations to Congress, the Program Manager will compile and present all relevant data and insights in a final report.
  • Public and Stakeholder Meetings: Organize and facilitate public meetings and meetings with various stakeholders and communities of interest. Document the proceedings of these meetings to ensure transparency and accountability throughout the process.
