Job Summary B&A is seeking an experienced Senior Project Manager needed to oversee SAF/FM workforce development and executive support programs. The role requires managing multiple contracts, coordinating personnel, ensuring quality deliverables, and serving as the main liaison between contractor teams and government officials.

Requirements

  • Master’s degree (preferred in Business Administration, Management, Finance, or related field).
  • Minimum 10 years of project management, program oversight, executive support, or workforce development experience.
  • At least 4 years of supervisory/management experience overseeing task orders of similar size and complexity.
  • Minimum 4 years of experience applying DoD and Department of the Air Force financial laws, regulations, and guidance.
  • Demonstrated experience managing DoD workforce development or financial management support contracts.
  • Proven ability to manage multiple tasks and priorities within schedule and resource constraints.
  • Track record of maintaining low personnel turnover (<10%) on previous contracts.
  • PMP certification or DAWIA Program Management Level III equivalent.
  • Experience supporting SAF/FM or equivalent senior DoD organizations.
  • Strong cross-functional team leadership across multiple task areas.
  • Budget oversight, milestone tracking, and deliverable management.
  • Coordination and communication with senior executives and stakeholders.
  • Preparation of high-level briefings, reports, and executive materials.
  • Development and implementation of SOPs and Quality Control Plans (QCPs).
  • Risk anticipation, issue identification, and corrective action implementation.
  • Contract compliance with FAR and DFARS requirements.
  • Workforce stability and retention strategy implementation.
  • Excellent written and verbal communication skills.
  • Active Secret clearance required.

Nice To Haves

  • Experience with DoD financial and workforce management systems (DCPDS, FM LMS).
  • Microsoft Project proficiency for scheduling and tracking.
  • Advanced skills in data aggregation and reporting.
  • Prior SAF/FM or comparable DoD financial management program experience.

Responsibilities

  • Ensure efficient integration, execution, and coordination of all contract requirements for SAF/FM Workforce Development & Executive Support.
  • Serve as single point of contact between contractor personnel and Government officials (Contracting Officer, COR, FME Director, etc.).
  • Oversee planning, resource allocation, quality assurance, deliverable production, and stakeholder communication for multiple concurrent programs across 8 functional task areas supporting ~13,000 personnel.
  • Manage program schedules, personnel, and deliverables to ensure compliance with all PWS requirements.
  • Promote innovation, continuous improvement, and alignment with Air Force Financial Management enterprise goals.
  • Produce Monthly Status Reports (MSR) including accomplishments, work in progress, issues/risks, and Contractor Control List (CCL) tracking.
  • Develop, maintain, and enforce Contract Management Standard Operating Procedure (CMSOP) including onboarding/offboarding and access management processes.
  • Schedule and conduct Post-Award Orientation (PAO) within seven calendar days of contract start.
  • Attend and support meetings with Government officials to discuss contract performance and staffing.
  • Prepare and deliver In-Progress Reviews (IPRs) and other performance briefings.
