About The Position

Lead the full subcontract acquisition process from proposal through program execution, including requirements definition, RFPs, negotiations, compliance, and close-out. Manage subcontractor cost, schedule, and technical performance while ensuring on-time delivery, quality, and affordability. Develop and maintain supplier relationships, drive performance improvements, and provide accurate status updates to stakeholders.

Requirements

  • Bachelor’s Degree and minimum 6 years of prior relevant experience.
  • Graduate Degree and a minimum of 4 years of prior related experience.
  • In lieu of a degree, minimum of 10 years of prior related experience.
  • Ability to travel to supplier facilities approximately 25%.

  • Proficient in MS Office (including Outlook) and MRP systems.
  • Self-starter and team player with a commitment to quality and customer focus.
  • Experienced with DoD contracts, FAR/DFAR/ITAR compliance, and managing complex subcontracts (hardware, software, services, production).
  • Skilled in budget management, sales forecasting, and Cost Account Management for subcontracts.
  • Lean Six Sigma experience.
  • Strong understanding of FAR/DFARS, ITAR, EAR regulations, compliance requirements, and Earned Value Management processes.
  • Skilled in budget management, variance analysis, and generating spending plans, forecasts, and reports.
  • Comprehensive knowledge of subcontract management processes; able to work independently with minimal oversight.
  • Proven experience managing supplier performance on Cost-Type contracts, including technical scope, schedule, and cost.
  • Supports strategic initiatives, including Small Business programs; operates with urgency under tight deadlines.

Responsibilities

  • Lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution with minimal oversight.
  • Responsible for managing and driving Subcontractor cost, schedule and technical performance on various types of Subcontracts, including Cost-Type Subcontracts.
  • Ensure L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.
  • Draft and negotiate complex Subcontract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements.
  • Establish major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals.
  • Apply ingenuity and innovation to develop solutions to complex subcontract problems and identify areas for performance improvement and cost reduction.
  • Responsible for initiating and tracking closure of corrective action measures with Suppliers when necessary.
  • Develop and maintain working relationships with suppliers and cross-functional partners.
  • Provide timely and accurate subcontract status to L3Harris Management and cross-functional stakeholders.
  • Ensure budget, sales forecast, and EVMS performance are met.
