About The Position

L3Harris is seeking a Senior Specialist of Subcontracts to join our team in Orlando, FL. In this role, you will be negotiating/managing subcontractors, analyzing supplier proposals, performing price/cost analysis, creating and maintaining CPSR compliant procurement files, supporting proposals, solving procurement roadblocks, reporting status to upper management and the customer, and making independent decisions that lead to program successes. In addition, you will work with multiple functional departments and will have high visibility within the organization. This is an exciting opportunity to manage complex subcontracts in support of national defense with the ability to make an immediate impact on the business.

Requirements

  • Bachelor’s Degree and minimum 6 years of prior relevant subcontracts experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior relevant experience.

Nice To Haves

  • Five (5) years of experience with DOW/government agency programs.
  • Excellent verbal and written communication skills, with the ability to communicate with all levels of company and supplier management.
  • Ability to calculate amounts such as discounts, interest, commissions, proportions, and percentages.
  • Ability to define problems, collect data, establish facts, draw valid conclusions, and recommend/implement corrective actions.
  • Advanced knowledge of FAR/DFARS/CPSR.
  • Experience with Oracle.
  • Proficiency in Microsoft Office applications.

Responsibilities

  • Administer complex DoD subcontracts from pre-award through closeout, including FFP, T&M, CPFF, IDIQ, and OTA-related agreements, ensuring full compliance with FAR, DFARS, and prime contract requirements.
  • Lead subcontract solicitation, evaluation, negotiation, award, modification, and closeout activities for high-value and high-risk programs
  • Develop and negotiate Statements of Work (SOWs), pricing structures, milestone schedules, and subcontract terms and conditions.
  • Perform and document price and cost analysis, determine price reasonableness, and support compliance with TINA and cost allowability requirements.
  • Ensure all subcontract files are CPSR-compliant, complete, and audit-ready; support DCMA CPSR, SPCR, and DCAA audits as required.
  • Monitor subcontractor performance related to cost, schedule, quality, and technical requirements, and lead resolution of performance, delivery, and compliance issues.
  • Review and approve subcontractor invoices to ensure allowable, allocable, reasonable, and contractually compliant costs.
  • Participate in supplier meetings, program reviews, MRBs, and executive briefings as required.
  • Provide guidance, mentoring, and technical leadership to junior subcontract administrators and buyers.
  • Travel as needed.
