About The Position

ECS is seeking a Senior Technical Program Manager to work in our Fairfax, VA office in a hybrid onsite/remote capacity.   ECS is seeking Senior Technical Program Manager to lead matrixed technical program teams that support multiple U.S. Coalition Mission Partner Environments (MPE) in an operational DoD environment, each with a unique set of data, applications, and information systems that aid in their development of Artificial Intelligence / Machine Learning (AI/ML) algorithms. The Senior Technical Program Manager is responsible for ensuring that technical program teams achieve success in full lifecycle contract delivery, including technical execution, financial performance, customer engagement, and compliance with program and federal contracting requirements.   This position is a demanding, high-energy role that requires a blend of senior leadership, strategic, and technical skills to drive program initiatives. The ideal candidate has a strong technical foundation in cloud and on-premises infrastructure; knowledge and expertise in agile program/project management delivery within the federal environment; essential soft skills (analytical thinking, problem-solving, and communication); experience leading diverse program/project teams; and financial acumen to effectively manage large program/project budgets. The Senior Technical Program Manager reports to the Director, Mission Partner & Enterprise Solutions, and joins a multidisciplinary organization that delivers excellence in AI/ML innovation in on-premises and cloud-native environments.

Requirements

  • U.S. citizen.
  • Secret security clearance, with the ability to obtain a Top Secret security clearance with Sensitive Compartmented Information (SCI) indoctrination.
  • Bachelor's degree in Computer Science, Cloud Computing, Information Security, or another STEM (Science, Technology, Engineering and Mathematics) discipline.
  • 12+ years of experience in Information Technology, with demonstrated proficiency in associated frameworks, and increasing program/project management responsibilities, including planning, scheduling, task prioritization, and execution.
  • 5+ years performing in a program / project leadership role.
  • Current DoD 8140 Information Assurance Technology (IAT) certification (CompTIA Security+ or comparable Level II, or higher, certification).
  • Project management certification (PMP preferred; or CAPM, CSM, CompTIA Project+, PPM).
  • Substantial experience working within DoD environments and components/organizations.
  • Ability to work in a hybrid capacity, with up to 3 business days per week onsite at ECS Corporate Offices in Fairfax, VA.
  • Ability to travel >20% throughout the lifespan of the contract to customer sites and government installations, including Falls Church, VA; Suffolk, VA; and Wiesbaden, Germany. Travel may also include TBD CONUS / OCONUS locations to meet with onsite personnel and key stakeholders; engage with potential new customers; and/or participate in national/international symposiums, conferences, and mission exercises.
  • Strong strategic focus, with the ability to align program initiatives and implement IT standards in accordance with customers’ organizational goals and mission objectives.
  • Demonstrative knowledge of engineering and systems administration/operations in order to proactively identify and remediate day-to-day technical and operational challenges.
  • Strong technical knowledge in systems administration, network infrastructure, cybersecurity, and cloud-based platforms (AWS, Azure).
  • Expertise developing and managing Program budgets, subcontractor and vendor contracts, and IT procurement.
  • Experience developing and coaching / mentoring junior staff.
  • Exceptional analytical, problem-solving, and communication skills, with the ability to present information to senior-level executives, customers, and other key stakeholders.
  • Advanced proficiency with Microsoft Office tools and O365, including Word, Excel, PowerPoint, Teams, Outlook, and SharePoint.
  • Hands-on experience with Atlassian’s Jira and Confluence.
  • Ability to assume full ownership and accountability for tasks and deadlines, work with limited supervision, and commit to high quality results and deliverables.
  • Strong decision-making ability to weigh the relative costs and benefits of potential actions and identify appropriate solutions.
  • Proven ability to remain calm, decisive, and methodical under pressure.

Responsibilities

  • Build trusted relationships with program stakeholders, including ECS Executive Leadership, subordinate Program Managers, and key customer personnel (Contracting Officers (CO), Contracting Officer’s Representative (COR), Technical Monitors (TM), etc.).
  • Collaborate with Program Managers to drive strategy, investment, and execution in alignment with customers’ goals and mission-specific requirements, ensuring compliance with contract-specific and federal regulations.
  • Manage communication across internal program leadership, customers, and teaming partners.
  • Inform key internal and external program stakeholders of significant risks and issues, and collaborate with the Director and Program Managers to implement issue remediation / risk resolution strategies.
  • Coordinate with ECS and government financial controllers and ECS corporate teams (Contracts, Subcontracts, and Pricing) to manage contract execution, task orders, CLIN structures, and contract modifications; devise forecasts, plan budgets, control costs, and monitor/report on profit and loss (P&L).
  • Ensure timely, accurate, and thorough monthly contract deliverables (e.g., PMR, MSR) and performance metrics (e.g., CPARS, EVMS, SLA).
  • Collaborate with the Director and Program Managers to facilitate customer briefs, program reviews, and milestone assessments.
  • Aid Program Managers in preparing early-stage, high-level estimates / Rough Orders of Magnitude (ROM) to determine feasibility for new initiatives based on historical data.
  • Guide and mentor/coach program personnel and support career development aligned with evolving program requirements.
  • Collaborate closely with the Director, Operations on capacity planning, recruiting/staffing, personnel management, and succession planning.
  • Other ECS corporate and programmatic duties, as assigned.
