About The Position

Allegheny Science & Technology (AST) is seeking a highly accomplished Senior Technical Subject Matter Expert (SME) with deep, specialized expertise in electric power grid operations, resilience engineering strategies, and advanced grid modernization technologies. The selected candidate will serve as a senior technical authority supporting the implementation and administration of the Grid Resilience and Innovation Partnerships (GRIP) Program. This individual will provide expert engineering analysis and strategic technical guidance to evaluate, guide, and support complex grid modernization initiatives that enhance system flexibility, reliability, and resilience. The SME will assess project technical merit, system integration feasibility, operational impacts, and risk mitigation strategies associated with transformative infrastructure investments designed to strengthen the power system against extreme weather events, physical and cyber threats, and other disruptive conditions.

Requirements

  • Bachelor’s degree in engineering, preferably Electrical Engineering.
  • Minimum of 5 years of relevant experience in power grid operations, planning, analysis, or resilience – additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
  • Must have knowledge of and experience in federal and local environmental laws and regulations, as demonstrated through work performed in a previous role.
  • Project management experience.
  • U.S. Citizenship is required.

Responsibilities

  • Conduct analyses and provide technical advice on power grid resilience, flexibility, and emerging grid technologies.
  • Provide expert review and technical guidance on GRIP program applications, proposals, and project implementations, ensuring alignment with program objectives and best practices in grid modernization.
  • Collaborate with internal Department of Energy (DOE) teams, external stakeholders, utilities, research institutions, and industry partners to identify critical grid vulnerabilities and develop innovative solutions.
  • Conduct technical review of GRIP projects, understand and interpret outcomes of power flow simulations, and assess the effectiveness of various grid resilience and modernization strategies within the GRIP Portfolio including Technical Assistance projects funded through GRIP, including 3 or more of the following areas: various firm generation sources, smart grid technology, energy storage, and advanced transmission solutions.
  • Contribute to the development of program guidance, technical specifications, and evaluation criteria for GRIP funding opportunities.
  • Contribute to the development of program guidance, technical specifications, and evaluation criteria for GRIP Technical Assistance projects and related funded outreach.
  • Attend conferences, technical meetings, and workshops, sharing expertise and fostering collaboration.
