HDR has an excellent opportunity for an experienced professional to join our Michigan Water Business Group as a Senior Utility Management Services Project Manager within the Utility Management Services (UMS) business class. HDR’s UMS team provides national leadership across municipal drinking water, wastewater, and stormwater utilities, including utility planning, asset management, finance, operations consulting, and condition assessment and rehabilitation of linear and vertical infrastructure. This role blends project management leadership with hands-on technical delivery, with a primary focus on condition assessment and rehabilitation programs, and complementary work in utility/asset management and operations optimization.

Requirements

  • Bachelor's degree in related field
  • 10 years related experience
  • A minimum of 5 years of project management experience
  • Familiar with Microsoft Office, estimating and scheduling software, project management software
  • Must have the ability to interact with various design teams, have excellent organizational, project management and communication (both written and verbal) skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must

Nice To Haves

  • Experience in performing and coordinating field work for condition assessment, data collection and rehabilitation recommendations
  • Database assessments and analysis, GIS analysis, computer programing in support of infrastructure planning
  • Project management experience with utility management and/or operational related services

Responsibilities

  • Lead and manage UMS and Owner’s Advisor projects from pursuit through closeout, including planning, scope, schedule, and budget management.
  • Oversee contract administration, risk management, change management, and subcontractor management.
  • Direct and review technical work, design/concept reviews, deliverables, and QA/QC to ensure world-class quality.
  • Cultivate client relationships and serve as a trusted advisor; lead client meetings, workshops, and presentations.
  • Drive pursuits including go/no‑go, win strategies, SOQs, proposals, interviews, fee estimates, and negotiations.
  • Support HDR’s growth plan for condition assessment, asset management, and utility planning in Michigan and across the region.
  • Plan and deliver condition assessment and rehabilitation strategies for water and wastewater infrastructure (conveyance and facilities).
  • Implement asset management and maintenance management best practices (levels of service, risk, lifecycle planning, O&M optimization).
  • Support business process assessments, strategic planning, regulatory support (e.g., Clean Water Act programs, CMOM), system conveyance and master planning, technology selection/on‑boarding, and data management/visualization.
  • Lead asset and condition data management efforts and business case evaluations to prioritize investments.
  • Participate in UMS business class strategic planning, budgeting, and plan implementation.
  • Contribute to internal/external professional groups and present at conferences to advance standards and best practices.
  • Implement effective QA/QC processes and continuous improvement aligned with HDR values.
  • Build, schedule, assign, and review work for multidisciplinary project teams.
  • Mentor and develop staff; foster a collaborative, inclusive, and high‑performance culture.
