About The Position

The Skilled Trades Training Program Manager is responsible for the design, implementation, delivery, and continuous improvement of Goodwill’s construction, welding, and solar training programs. This individual leads all instructional and support staff, oversees NCCER Core and related curricula, and ensures alignment with industry standards, safety regulations, and employer expectations. The Program Manager will organize and facilitate both classroom and hands-on instruction in Goodwill’s training facilities, ensuring that trainees receive high-quality, industry-relevant skill development. As a subject matter expert, mentor, and leader, this role cultivates a culture of excellence, professional growth, and continuous learning. The ideal candidate will have significant field experience, demonstrated success training and leading crews in skilled trades environments, and strong familiarity with multiple disciplines such as carpentry, plumbing, electrical, concrete, or related fields.

Responsibilities

  • Lead, manage, and continually improve Goodwill’s skilled trades programs, including construction, welding, solar installation and other GCTA programs
  • Develop and execute strategic plans that align training programs with organizational goals and labor market needs.
  • Ensure instructional consistency, quality, and adherence to NCCER, OSHA, and Goodwill standards.
  • Provide directions to the instructional team regarding curriculum execution, training methods, safety practices, and performance expectations.
  • Monitor overall program effectiveness and implement continuous improvement strategies.
  • Oversee the delivery of NCCER Core Curriculum, supplemental trades content, welding and solar training modules, and OSHA 10 instruction.
  • Manage curriculum development, updates, and enhancements to ensure alignment with industry trends and employer requirements.
  • Coordinate classroom teaching and hands-on training activities within Goodwill’s training facility.
  • Ensure all instructors maintain compliance with NCCER, OSHA, and internal instructional standards.
  • Support instructors through coaching, professional development, and performance feedback.
  • Maintain and expand relationships with employers, contractors, trade organizations, unions, regulatory bodies, and community partners.
  • Collaborate with employers to identify skills gaps, hiring needs, and expectations to ensure training aligns with workforce demands.
  • Represent Goodwill at community meetings, trade events, career fairs, and industry advisory groups.
  • Serve as the primary point of contact for stakeholders seeking program information, partnerships, or training collaboration.
  • Oversee trainee enrollment, assessment, progression, certification achievement, and program completion.
  • Track performance indicators such as retention, certifications, job placements, and employer feedback.
  • Use data to evaluate program effectiveness, identify improvement areas, and support organizational reporting requirements.
  • Ensure accurate submission of NCCER documentation, OSHA training records, and internal reporting materials.
  • Collaborate with Career Navigators and support services to address barriers (transportation, childcare, housing) and ensure trainee success.
  • Ensure all training activities meet OSHA safety standards, NCCER requirements, and regulatory guidelines.
  • Conduct regular safety inspections, audits, and risk assessments in training labs and classrooms.
  • Enforce safety policies and model best-practice workplace procedures for trainees and staff.
  • Maintain Goodwill’s accreditation and compliance documentation for all relevant training programs.
  • Oversee program budgets, ensuring responsible use of resources and adherence to financial guidelines.
  • Track expenditures related to equipment, instructional materials, certifications, and facility needs.
  • Support grant compliance and reporting in partnership with internal finance and workforce development teams.
