The Department of Community Resources (DCR) through its Community Resource Centers, supports the core departments of Mecklenburg County Health and Human Services (HHS) in doing their business through an integrated service delivery model of subject-matter experts from each core department and community partners who provide services to County residents in our HHS Community Resource Centers. In addition, DCR is responsible for administering Child Support Services, Economic Services, MeckSuccess, HOMES, and Workforce Development programs, as well as Integrated Health and Human Services Mail Services. Position Specific Summary The selected individual will supervise staff and the daily operations for the MeckWorks Program (formerly Unified Workforce Development). MeckWorks provides residents experiencing barriers to employment with access to upward mobility and economic stability through training, employment placement, individualized support, and retention services. Additionally, the individual will manage social workers’ performance as it relates to meeting and exceeding all expectations outlined in the program and providing supervision, case reviews, feedback, and guidance to ensure social workers are successful in providing employment services and case management to aid all participants that are in the MeckWorks Program. Position Summary Supervise staff and the overall functions of the program. This position is responsible for ensuring quality control and appropriateness of the program, coordinating special projects, and preparing applicable reports. The supervisor will focus on organizing various sets of information to be shared with other service areas.

Requirements

  • Minimum of five years of social services or human services experience
  • Bachelor's degree in Human Services, Health or related field
  • Requires a valid North Carolina or South Carolina Driver's License
  • Requires County Driving Privileges
  • Knowledge of General social work principles and available resources
  • Knowledge of Social services procedures, practices and methods
  • Knowledge of Social services related federal, state and local laws, rules and regulations relating to provision of public assistance, and social welfare
  • Knowledge of Case management methods and techniques
  • Knowledge of Services offered by the county and other local public and private community-based service agencies
  • Skills Interpreting and implementing local, state and federal regulations that govern Health and Human Services
  • Skills Explaining and advocating for the needs of children, families, the elderly, disable adults and the impoverished
  • Demonstrated leadership skills
  • Excellent communication skills – both written and spoken

Nice To Haves

  • Master’s degree in social work, Counseling or a related Human Services degree preferred
  • Minimum 2 years of previous or current leadership experience in human services
  • MS Office Product experience specifically within Excel
  • Experience with Salesforce, NCFast, Host on Demand
  • Prior local, federal or state government experience

Responsibilities

  • Supervise, train and evaluate the performance of technical and professional staff
  • Consult with teams and staff on individual case assignments
  • Develop program procedures to meet department or program goals, ensuring adherence to regulatory guidelines. Reviews information with teams or staff members to provide guidance and direction in the delivery of services
  • Establish performance objectives, conduct periodic reviews, and monitor progress.
  • Monitor budget activities and adjust expenditures; makes budget recommendations as appropriate
  • Review and audit staff cases and workloads to prioritize duties and referrals for new cases
  • Complete monthly and quarterly program reports
  • Provide consultation to staff in complex case situations, acute emergencies, or cases which require a high-level decision
  • Communicate with and visit other public and private agencies, workforce partners, and institutions to exchange information and develop resources
  • Seek additional resources and partnerships to increase funding and expand services
  • Review and analyze activity reports and statistics for continuous awareness of program operation
  • Communicate program, division, and department changes that need to be addressed
  • Review requests for vendor payment reimbursement
  • May be required to staff shelters in the event of a disaster
