The Special Programs Senior Manager will report to the Associate Directors of GSS Program Security southwest regional team responsible for all special programs support efforts around the Capacity Growth Office (CGO) formally known as the Munition Acceleration Team (MAT). This unique position requires in-depth understanding of the current CGO related efforts and must be knowledgeable, in a wide variety of critical security skillsets from personnel security, ICD 705 compliance, security project management, data analytics, and must be able to design, build and lead a small team of security professionals. This leader will support executive related VIP activities, support deployment of new facilities and in some cases may act as the site security manager for specific 705 activities. This leader will also partner with affected GSS SBU leaders to provide applicable special programs support. This leader may also be tasked with oversee all security aspects of an assigned Special Access Programs (SAPs) to ensure compliance with all programmatic requirements and Government regulations including but not limited to the NISPOM, DoDM 5205.07 series, DoDM 5105.21 series, JSIG, and ICD-705. This position requires a subject matter expert in security policy and procedure implementation who must have demonstrated experience in developing executable plans with measurable results, implementing cost effective approaches to policy implementation, and developing Plans of Action and Milestones to mitigate threats and vulnerabilities. They will interface with Senior Leadership and participate in Executive level meetings.

Requirements

  • Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience
  • Experience working within one or more critical munitions programs.
  • Current access to United States Government clearance and access processing systems.
  • Min of 7 years of direct experience in Special Programs is required and 10 years of prior National Security Related experience.
  • Understanding of the NISPOM, DoDM 5205.07 series, and ICD-705.
  • You must have an active Top Secret security clearance.
  • Possess a minimum of a current, final Top Secret clearance with an investigation not older than six (6) years on the first day of employment.

Nice To Haves

  • Masters Degree major in Business Management, Security and/or Risk Management, Government Policy, Information Management, Criminal Justice, or other related field of study.
  • Related training with Defense Security Service, Center for Development of Security Excellence or equivalent security certification programs.
  • Willing to travel on company business.

Responsibilities

  • Design, build and lead a team of program security professionals to support all southwest reginal CGO activities.
  • Conduct personnel performance reviews to develop, mentor and train personnel.
  • Provide oversight and direction to other functional areas on security related matters.
  • Ability to understand and proactively partner with key leadership personnel at all levels, in full support of business objectives, while ensuring compliance with US Government and Raytheon Technologies directives and policies.
  • Develop and implement processes and procedures in a cost effective and timely manner in accordance with customer policy.
  • Develop and implement OPSEC plans and counter measures.
  • Maintain facilities in accordance with ICD-705 standards.
  • Must possess a valid driver's license for escorting individuals across business locations.
