About The Position

SME Facilities Planner This position requires an active Secret clearance or the ability to obtain a Secret clearance to be considered. Lead MARFORRES Facility sustainment and MILCON support at MCSF New Orleans and provided limited maintenance support at Reserve Centers throughout the country. Compensation & Benefits: Estimated Starting Salary Range for SME Facilities Planner: $100,000 to $120,000. Pay commensurate with experience. SME Facilities Planner Responsibilities Include: Lead a team of Facilities Planners, Engineers and Project Monitors involved to provide feedback and resolve complex problems. Provide direct support to the facility program by organizing, collecting, analyzing, and presenting information related to the current and future MILCON/Facility Sustainment, Restoration, and Modernization (FSRM) program to include DD Form 1391 and supporting document development; cross-agency project monitoring and communications; and project design charrette review. Complete FSRM PRI#0 data packages to include project requirements document, facility planning document, DD Form 1391 with 50 percent contingency cost estimate, and review/inclusion of existing planning documentation. Initial DD1391 PRI#0 package will be entered into EPG and include: Basic Facility Requirement (BFR) or Equivalent, Facility Planning Documents, DD-1391 - 50 percent Contingency, and existing planning study or in-house cost used to achieve PRI-1. Complete Military Construction Reserve Force (MCNR), Project Activity-level DD Form 1391 Project Readiness Index (PRI) #1 packages for as needed sites. Contractor shall provide conceptual site layouts that support site Antiterrorism/Force Protection (AT/FP) Unified Facilities Criteria (UFC) requirements; facility planning data to include project Basic Facility Requirements (BFR) and Facility Planning Document (FPD); equipment list (if applicable), detail cost report; request for environmental impact review (REIR) form; and notional project schedule. Assistance in the development of the Future Year Defense Plan (FYDP) for Headquarters Marine Corps (HQMC) utilizing reference information such as facility age, historical data, BFR’s, priority of plant replacement from site assessments, and other information as required. Analyze contract drawings / specifications (including technical RFPs) and review for compliance with project planning documents (e.g., BFRs, DD Form 1391 documents, special studies). Coordinate with each subject matter expert of supporting actions or services and assists in preliminary preparation of required documentation. Submit, monitor, review regional facility work request tickets; recommend corrective action to resolve work tickets to RFM; Coordinate with host on work ticket resolution if site not owned by MARFORRES Reserve. Coordinate between Marines on site, Site Host, Federal agencies on FSRM projects. Review ISSA documents for accuracy and provide recommendations related to scope and funding requirements. Provide monthly deliverable report. Maintain a record of project progress and coordinate key milestone dates with external Project Managers and associated team members. Performs other job-related duties as assigned.

Requirements

  • This position requires an active Secret clearance or the ability to obtain a Secret clearance to be considered.
  • An Architect/Engineering/Construction related Master’s Degree is preferred; Otherwise, construction licenses/ certificates/certifications with background in lead construction technical management and design experience is required
  • Must hold an active architectural license in at least one U.S. state and maintain membership in The American Institute of Architects (AIA) or comparable professional organization.
  • 10-15 years of Senior Architectural Project Management is required (DOD, NAVFAC, and USACE experience is preferred & highly desired).
  • Excellent communication skills, both oral & written
  • Proficiency in Microsoft Excel, Word, PowerPoint, and SharePoint
  • Demonstrate the ability to carry out support tasks related to facilities operations as presented.
  • Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information (SECRET).
  • Must pass pre-employment qualifications of Cherokee Federal.
