What You'll Do: The Sr. Government Property Manager oversees the management of the Property Management System for the Corporation in accordance with Company policies, FAR Clause 52.245-1, the applicable Performance Work Statement (PWS), and Property Control Plans. Must be able to maintain a professional and transparent relationship with internal and external entities. Provide training, mentoring, and direction to Program(s) for the effective and efficient management of Company-owned Government property throughout the Corporation. This is a management position with relevant management duties that will report to the CVP, Global Procurement & Supply Chain.

Requirements

  • Education/Experience: Bachelor’s degree with a minimum of six (6) years' experience in Property Management, Supply, and Logistics. Or Associate degree with a minimum of ten (10) years’ experience in Property Management, Supply, and Logistics.
  • Must be familiar with and able to train on FAR, DFAR, and asset management systems.
  • Experience drafting an acceptable Property Management Plan that incorporates FAR/DFAR property clauses required.
  • Experience reviewing contracts and statement of work outlining deliverables required.
  • Must be a U.S. citizen.
  • Able to travel to project and customer locations up to 30% domestic and international
  • Analytical Thinking & Problem Solving: Analytical skills focused on problem solving and process improvement.
  • Business/Government Property Acumen: Possesses solid working knowledge of FAR part 52.245-1, DFARS part 245, and other contract clauses impacting the management of government property.
  • Proficiently skilled with Microsoft Office Suite.
  • Business Partner Effective Communication: Excellent communicator, both orally and in writing.
  • Well-organized with an attention to detail.

Responsibilities

  • Develop and ensure execution of corrective action plans.
  • This position will be responsible for tracking all Corrective action Request (CAR) as a result of an internal or external audit.
  • This position would also be responsible for monitoring the plan until closed.
  • Recommend and implement process improvements for Property Management.
  • Ensures compliance with the 10 Life Cycle Outcomes: Acquisition, Receiving, Records, Physical Inventory, Subcontractor Control, Reports, Relief of Stewardship and Liability, Utilization, Maintenance, and Property Closeout.
  • Ensures compliance with the Property Control Plans, Performance Work Statements (PWS), Contract Data Requirements List (CDRL), Federal Acquisition Regulations (FAR), Department of Defense FAR Supplement (DFARS), and other company policies and procedures.
  • Provide expertise and support during audits by internal and external auditors, and serves as the primary POC for all Property Audits.
  • Perform self-assessment audits.
  • Manages, appoints, trains, and coordinates with Property Managers to ensure compliance with government regulations, PWS, and Property Control Plans.
  • Reviews, records, and provides recommendations on all property governance to internal and external stakeholders.
  • Performs data analysis and prepares metrics and related reports when required.
  • Provide oversight to overall government property risk mitigation and compliance integrity.
  • Develop and ensure execution of corrective action plans.
  • Resolves complex issues making sound judgment while maintaining compliance with government regulations and company policies.
  • Participate in government property-related meetings.
  • Recommend and implement process improvements for Property Management.
  • Performs other duties as required.
