About The Position

Position Summary: The Sr. Payroll Administrator leads enterprise payroll operations for the University of South Florida’s large workforce, ensuring payroll is delivered accurately, on time, and in compliance with applicable requirements. This role supervises a team of payroll administrators, serves as the escalation point for complex payroll issues, strengthens pre- and post-payroll audit controls, and partners across HR, Finance, and IT to ensure payroll system integrity and a high-quality employee support experience.

Requirements

  • Bachelor’s degree in Accounting, Finance, Business, Human Resources, Information Systems, or related field (or equivalent combination of education and relevant payroll experience).
  • Four years of direct experience for a bachelor’s degree.
  • 5+ years of progressive functional payroll operations experience in a complex organization.
  • Experience with Oracle HCM Cloud payroll operations or a comparable enterprise payroll system.
  • Demonstrated ability to perform payroll auditing, reconciliations, and issue resolution with strong attention to detail.
  • At least one year of supervisory experience.
  • Working knowledge of payroll tax regulations (federal and state), including FICA.

Nice To Haves

  • CPP or FPC.
  • Experience with OTBI/BI Publisher and/or HCM Extracts and integrations in Oracle Cloud.

Responsibilities

  • Lead end-to-end payroll cycle execution and operational readiness activities (including off-cycle and corrective processing as needed).
  • Design, maintain and execute pre- and post-payroll audit routines, balancing, and reconciliations; coordinate audit support and remediation.
  • Research, resolve, and document complex payroll issues; partner with stakeholders for root-cause fixes, testing, and process improvements in Oracle Cloud.
  • Supervise and develop payroll administrators; build redundancy across payroll functions; maintain standard work, SOPs, and cross-training plans.
  • Oversee payroll support intake (email/workflow/tickets and employee inquiries), ensuring timely resolution and high-quality communication.
  • Produce and maintain payroll reporting and data extracts for controls, reconciliations, stakeholders, and operational monitoring using Oracle HCM reporting/data exchange tools.
  • Maintain strict confidentiality of payroll data and ensure appropriate handling of sensitive information.
  • Other duties as assigned.
