About The Position

The Program Specialist, Contingent Labor will oversee the end-to-end process lifecycle, daily operations, and customer experience for the Contingent Labor program function. The focus of this position will be on providing centralized coordination, consultation, customer service, and process optimization to hiring managers to enable efficient and effective workflows. The Sr. Program Specialist, Contingent Labor will drive the design, development, implementation, and continuous process improvement of complex core program infrastructure in partnership with key stakeholders across the organization.

Requirements

  • Eight (8)+years of relevant HR Recruitment and Program Management professional experience
  • Direct experience as a full lifecycle recruiter or agency recruiter
  • Advanced knowledge of core HR operational business processes
  • Expert level vendor management skills
  • Expert program management/project management skills
  • Effective time management, prioritization, delegation, and organization skills, including demonstrated ability to meet deadlines and manage multiple concurrent projects.
  • Experience with working cross-functionally in a highly complex, matrixed environment to drive business results.
  • Proficiency interfacing across organizational levels and collaborating with diverse stakeholder groups including executive leadership, people managers, individual contributors, technical experts, consultant, and vendors.
  • Proficiency in written, verbal, presentation, facilitation, interpersonal, and intercultural communication skills.
  • Ability to interpret, analyze, synthesize, and summarize complex information into meaningful written and visual formats for different audiences. This role requires in-depth reading comprehension skills, attention to detail, and highly developed writing skills.
  • Ability to leverage independent judgment, situational awareness, and critical thinking to solve problems, navigate ambiguity and complexity, and drive clarity to achieve objectives.
  • Ability to effectively develop and manage business relationships, facilitate negotiation, foster collaboration, and lead through influence.
  • Discretion and demonstrated proficiency with managing confidential/private information such as employee details, financial data, business strategy, and intellectual property.

  • Proficiency with Microsoft Office Suite; knowledge of HRIS systems, project management tools and templates; and expertise in identifying and leveraging appropriate technologies and methods to support business needs.
  • Experience with providing high level of customer service to a diverse range of clients and/or customers.

Nice To Haves

  • Direct experience with agency staffing recruitment models and full lifecycle in-house recruitment processes within an organization
  • PHR/SPHR or SHRM-CP/SHRM-SCP or equivalent HR certification
  • Prior experience in managing a contingent labor program portfolio and operating model
  • Data analytics and report development skills, including ability to validate, synthesize and meaningfully summarize data to derive insights and provide decision support to stakeholders
  • Experience partnering with risk management, legal, finance, and compliance functions including experience with legal concepts, regulatory frameworks, budget management, contract management, and contract negotiation

Responsibilities

  • Lead requirements gathering, discovery, design, and implementation of Contingent Labor operating model
  • Lead and facilitate cross-functional workgroups and partner with Legal, Procurement, IT, People Team, and other stakeholders to develop and implement operational processes
  • Design, develop, and implement processes, resources, and policies
  • Provide consultation to stakeholders; research, analyze and synthesize options; summarize recommendations; and facilitate decision support processes
  • Manage portfolio of active vendor partners and facilitate productive partnership and effective recruitment processes
  • Support vendor research and selection process as needed
  • Serve as centralized point of contact, expert internal resource, and customer service liaison
  • Lead and/or support projects in support of organizational goals including development of workback schedules, convening stakeholders, outlining tasks, and driving visibility and accountability to project progress and milestones
  • Ensure compliance and alignment with regulatory requirements, industry best practices, and organizational policies/practices
  • Evaluate project/program risks and dependencies, conduct and facilitate risk assessments, communicate risks to management, and provide recommendations for risk mitigation
  • Design, develop, and implement reporting and metrics to enable visibility, insights, and decision support
  • Provide expert consultation to hiring managers on contingent workforce solutions/options
  • Support agency requisition requirement gathering, position scoping, and creation of new requisitions
  • Oversee, facilitate, and support end-to-end recruitment lifecycle for contingent labor including intake calls with agencies, interview scheduling, process support for hiring managers, contingent worker selection process, vendor rate negotiation, facilitating timelines/expectations, supporting contingent worker onboarding, temp assignment extensions, offboarding, and conversion processes
  • Advocate for user experience, operational excellence, and governance and bring visibility to customer needs and business needs in support of project/program goals
