Location : This is a hybrid (virtual/onsite) position with required onsite days on Monday, Tuesday and Thursday assigned to One Energy Plaza located in Jackson, MI. The selected candidate must be within a commutable distance or willing to relocate (relocation package is available for those that qualify). General Summary of Job Responsibilities The Senior Rate Analyst is responsible for leading, monitoring, reviewing, and evaluating service rates and charges. This role includes calculating complex cost‑of‑service analyses and performing related rate assessments. The position is also accountable for developing and maintaining analyses of utility rate filings for both gas and electric utilities. The incumbent is expected to review complex filings submitted to public utility commissions, including proposed changes to rate base and service rates.

Requirements

  • Proficiency in Microsoft Excel, Word, and PowerPoint.
  • Knowledge of accounting and finance principles.
  • Strong verbal and written communication skills.
  • Bachelor’s Degree in Finance, Accounting, Political Science, Law, Engineering, or a related field, and four (4) or more years of experience in complex rate analysis activities [OR] Associate’s Degree in Finance, Accounting, Political Science, Law, Engineering, or a related field, and six (6) or more years of experience in complex rate analysis activities [OR] High School Diploma/GED and eight (8) or more years of experience in complex rate analysis activities.

Responsibilities

  • Monitor public utility commissions for changes in regulatory policies and procedures that may impact the filing of utility rate cases and determine appropriate actions in response.
  • Update complex rate case exhibits and assist in preparing testimony for the Cost of Service Study and Rate Design.
  • Lead internal communications related to proposed tariff changes.
  • Perform complex electric marginal and embedded cost‑of‑service studies, including required special studies.
  • Partner with other departments, including IT, to prepare for policy and tariff changes by drafting RFS documentation and procedure manuals.
  • Capture key metrics on complex utility rate filings, including tracking docket numbers, authorized return on equity, capital structure, requested and approved rate base, and changes in expected customer rates.
  • Lead the development of technical and cost analyses required to support and obtain regulatory approval for electric rates and other tariff provisions.
  • Perform other duties as assigned or as necessary.
  • Demonstrate a basic understanding of various ratemaking concepts, including revenue requirements, cost of service, rate of return, and regulatory accounting principles.
  • Prepare exhibits, studies, schedules, workpapers, and related written testimony for general rate case applications filed with the Michigan Public Service Commission (MPSC).
  • Serve as a Company expert in general rate cases and other proceedings before the Michigan Public Service Commission (MPSC).
  • Support efforts to ensure the Company’s regulated utilities receive adequate and timely cost recovery by developing ratemaking proposals and recommendations that advance the Company’s position.
