Requirements

  • Bachelor’s degree in environmental or physical sciences, Environmental Engineering, Chemical Engineering, or related field.
  • 8-10 years of experience in environmental regulatory compliance or RCRA programs.
  • Strong knowledge of Resource Conservation and Recovery Act regulations and industrial application.
  • Excellent communication and project management skills.

Nice To Haves

  • Master's degree is preferred.
  • Professional registrations (PE, PG, RG) is preferred.
  • Experience managing enforcement-driven regulatory programs.
  • Experience with Environmental Protection Agency or state enforcement actions or Consent Decree management is preferred.
  • Familiarity with Gypstack System Closure Plans, Financial Assurance, and direct impacts to operations is preferred.

Responsibilities

  • Prepare and review Consent Decree deliverables, including engineering reports, corrective action plans, sampling plans, and quarterly submissions.
  • Maintain QA/QC for environmental data and regulatory documentation.
  • Manage centralized document repositories to ensure accuracy and accessibility.
  • Provide status updates to Plant Management, Central SHE, and internal/external stakeholders.
  • Lead cross‑functional teams across Operations, Engineering, Maintenance, Environmental, Safety, and contractors.
  • Mentor team members through clear expectations, coaching, and development of Resource Conservation and Recovery Act, corrective action, and environmental stewardship skills.
  • Promote accountability, collaboration, and disciplined execution of Consent Decree tasks.
  • Direct teams during planning, field work, audits, and regulatory engagements, ensuring alignment on priorities and resources.
  • Facilitate cross‑department communication to remove obstacles and maintain consistent compliance performance.
  • Model leadership grounded in safety, regulatory integrity, professionalism, and continuous improvement.
  • Partner with Operations, Maintenance, Engineering, Environmental Affairs, Accounting, and Finance to integrate Consent Decree requirements into plant processes.
  • Conduct on‑site evaluations of waste handling and hazardous materials management.
  • Provide guidance on Facility Report and BMP implementation and assess operational impacts.
  • Develop budgets, forecasts, and schedules for Consent Decree activities.
  • Track KPIs and monitor progress to ensure timely, compliant execution.
  • Lead root cause analyses and develop corrective action plans to address systemic issues.
  • Deliver Resource Conservation and Recovery Act and Consent Decree (e.g., BMP) training to plant personnel.
  • Promote compliance awareness and continuous improvement across the workforce.
  • Support emergency response planning and readiness.
