About The Position

The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life. This position is primarily responsible for Supervision and Management of the Engineering Review Program with responsibilities for review of technical and professional engineering work as it relates to dam emergency action planning, construction, modification, repair, breach, or removal. Duties include engineering review, permitting, inspections, enforcement, and implementation of the statewide Dam Safety Program policies, strategies and rules designed to protect the people and environment of North Carolina from improper operation, maintenance or failure of a regulated dam. This position is tasked to be the primary assistant to the State Dam Safety Engineer with management of the state regulatory program responsible for more than 3,000+ regulated dams in North Carolina.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
  • Must possess a valid Professional Engineer's (PE) License or obtain a valid PE License within nine (9) months of the start date for the position.
  • Obtaining and maintaining a valid PE license is a continuing condition of employment.
  • Failure to obtain a valid PE license within 9 months of the position's start date will result in separation from employment.

Responsibilities

  • Provide expert technical and engineering assistance to central staff, regional staff, other state agencies, the development community, engineers, industry, local governments and dam owners in the implementation of required dam safety policies, rules and law
  • Train the staff in the regional offices on the procedures for inspection of dams, record keeping, and response to owners
  • Assist in assurance that records of the condition of each regulated dam are kept
  • Work with the Division of Emergency Management to provide technical assistance in emergency situations as coordinated with other Division Program Supervisors and Managers and is the third person on the emergency contact tree by EM for a Dam Safety Emergency
  • Assist the Dam Safety Program by performing and reviewing geotechnical reports & models and hydrologic and hydraulic reports and models for regulated dams in North Carolina
  • Supervise a team of Engineers within the Dam Safety Program
